　　再来看今天的节目，存话费、送手机、赠服务。这样的事大家都听说过，也有很多人参加过，但不管存多少花费，送什么样的手机和服务，活动有多优惠，都有一个原则那就是消费者自愿。

　　但是在云南省宣威市的阿都乡有些人在这样的活动面前却并不能如己所愿。

　　解说：

　　阿都乡位于宣威市东北部，是云南省20个边远特困乡之一，大佐村的徐天奇2010年因为车祸高位截瘫，家里的生活更是雪上加霜，日子本来就过的艰难，偏偏两个上小学的孩子，最近老是找徐天奇要钱，而且还不是个小数目。

　　宣威市阿都乡大佐村村民 徐天奇：

　　就是要买一部手机要500元，我孩子的班主任老师直接说了，这是校长已经卡到每一个班里，要每一个班的班主任必须把这个事情做好，你必须要交。

　　解说：

　　那么学校为什么要求学生买手机呢？

　　宣威市阿都乡大佐村完全小学校长 吴维跃：

　　在这个平台上，老师可以发作业本给学生家长。另外学生可以打亲情电话给家长。另外进出小门自动发短信给学生家长。

　　解说：

　　这项业务听着还不错，但又跟花500块钱买手机有什么关系呢？吴校长解释说手机其实是免费的，收的那500块钱并不是买手机的钱。

　　吴维跃：

　　存500块钱的电话费，然后送你580块钱的话费，然后送你一部价值400块钱的手机，这个是存话费然后送手机，然后赠我们翼校通。

　　解说：

　　原来手机虽然是免费送的，但是必须提前预算500块钱的电话费。不仅如此两年之内手机每个月要保底消费50块钱，如果每个月消费达不到这个数预存的话费也不退。

　　徐天奇：

　　500元对我们农村来说是个的数字，不小。并且每一个月保底50元，我本来日常生活就不能自理，靠我的父亲、母亲，靠两个七岁八岁的孩子来照顾我，我哪儿来这个钱去交。

　　解说：

　　那么这500块钱能不能不交呢？

　　吴维跃：

　　我是觉得这个平台这个信息交流非常好，我们只能是尽力去和家长沟通交流，但是我们从来没有说把家长怎样，逼家长或者其他怎样的，我们没有做。

　　记者：

　　实际上你们对学生对家长都没有强制？

　　吴维跃：

　　我们没有，我们从来没有强制过。

　　宣威市阿都乡中心学校校长 张承邦：

　　你存500块钱话费，这个话费仍然是你自己的话费，你没有被别人拿掉，而且你存500块钱的话费，我是说自愿的，不可能他不交，你让他交。

　　解说：

　　如果是这样，那学生家长参不参加这个活动，交不交钱就应该全凭自愿，但记者在采访当中发现情况却不是这样。

　　徐天奇：

　　我没有去交这个钱，但是每一次我的孩子每一个星期每一天回家，就是天天在家里赖着不去，说老师说了，不交钱又不准去了什么什么的，来回让孩子在这里折磨，对我们老百姓是一种摧残，对我的孩子是一种折磨。

　　村民：

　　因为孩子经常回来闹，所以我们就是有时候，(别)为难孩子，500块钱也就算了，就交了。

　　解说：

　　嘴上说没有强制，实际上却成了一种变相的强制，不少家长不愿孩子在学校受委屈，无可奈何交了钱。田云书老汉的儿子和女儿都在外打工，他和老板照顾两个村子和两个外孙，田云书怕委屈几个孩子往学校交了500块钱，准备买一部手机，可这都还不行。

　　宣威市阿都乡大佐村村民 田云书：

　　他们说是要孙子家交孙子的，外孙家交外孙的是两家的，这样说。

　　记者：

　　等于四个孩子要买两部手机？

　　田云书：

　　嗯。

　　记者：

　　你不跟他说了，四个孩子其实现在都在你这儿。

　　田云书：

　　我跟他讲这个事，他们说不行。

　　解说：

　　有的家长本来就有手机，能不能增加这个服务不额外交钱呢？

　　村民：

　　本来说家里有手机不用交了，所以他们卡着孩子没办法，所以只好交了。

　　解说：

　　阿都乡有初级中学一所，小学14所，在校学生共6405人，除了初中和一所学生较少的小学，暂时没有参加这次活动，其余13所小学已经有1100个左右的学生家庭交了钱。根据阿都乡中心学校的安排，全乡15所学校要分期分批推广预存话费送手机并赠送翼校通的业务，国家发改委和教育部在2010年就下发过通知，中小学收取服务性收费和代收费必须坚持学生或学生家长自愿原则，严禁强制或变相强制提供服务并收费。

　　云南省在2008年下发的这份通知中，禁止向学校强制或者变相强制推销出版物、学具或各种用品。实际上在2013年年底阿都乡就不断的有学生家长反映这件事，阿都乡政府在2013年12月专门召开会议校停的收费，并且做出了将钱退还给家长的决定，奇怪的是在2014年年初收费又开始继续。

　　宣威市阿都乡乡长 宁寅：

　　因为以前的方法不对，由摊派倾向变成坚持自愿的原则。

　　解说：

　　会也开了，自愿的原则也强调了，可是在实际工作中还是走了样，针对这种情况宣威市教育局已经开始介入调查。

　　宣威市教育局纪委副书记 李正福：

　　深入阿都乡进行调查了解，了解以后知道确实有这个事情存在，调查组按照查办案件的程序，正在办理当中。

　　主持人：

　　学校利用新技术手段来方便教学，保障安全本无可厚非，但是这样做的前提必须是学生和家长自愿，而在阿都乡一项自愿参加的存话费、送手机活动却被学校通过孩子强加给了家长，家长被自愿，孩子也很受伤。这类情况其实在各地并不少见，强卖给孩子的除了手机电信服务，还有各种教辅材料等等不一而足，如果这种现象屡禁不止，受伤害的不仅是教育者的尊严，还有受教育者的未来。
