　　法制晚报讯(记者 王选辉) 昨天上午，中央纪委监察部网站发布消息称，江西省副省长姚木根涉嫌严重违纪违法，目前正接受组织调查。有媒体称，姚木根落马或涉水利腐败。

巡视组：有干部插手工程

　　据公开报道，2013年5月27日至8月20日，中央第八巡视组对江西省进行了巡视。巡视组组长王鹏举完成巡视任务后指出，江西有的领导干部及其亲属存在插手工程建设项目、谋取私利、节假日收送红包礼金等问题。

　　2014年2月21日，江西日报刊发《江西省委关于中央第八巡视组反馈意见整改情况的通报》，通报称，2013年7月以来，江西共查办水利系统违纪违法案件24件，结案13件，处分13人。

　　水利腐败案件累计金额大

　　近年来，中央和地方各级财政先后投入巨额资金用于水利基础设施建设，发生在水利系统的贪污贿赂犯罪也随之增加。

　　记者整理发现，水利系统职务犯罪案发涉及水利工程设计、项目招投标、工程监理、工程材料采购、工程施工、工程检查验收、工程款拨付结算及水库水面养殖发包等八大环节。

　　水利工程项目资金密集、建设周期长、涉及环节众多，相对于其他领域的贪污贿赂犯罪，单次数额小但累计金额大。

　　2013年6月，南阳市鸭河口水库东灌区建设管理站原副站长、南阳市源正水利水电建筑工程有限公司原总经理涂光珍，插手干预涉水项目招、投标，为他人谋取非法利益，贪污、受贿、挪用资金合计200余万元，被判处有期徒刑12年。

　　2013年6月，河南周口市水利局原局长束子成在资金拨付等方面为他人谋取利益，受贿148万，被判处有期徒刑13年。
