　　行政服务窗口，往往是观察一座县城官场生态和行政效能的最佳“切口”。中国青年报记者采访中了解到，越来越多的外地客商和本地百姓办过几次手续之后，都有了新的感受：“庐江变了，变快了。”

　　这种改变，归因于一年前全县上下强力推进的“效能提速”活动，因其出台举措的力度和密度，被当地人称作“效能风暴”。

　　从给四大班子领导打分，到拟任副科级干部财产公示，到电视问政，再到近期公布主要领导手机号码……短短一两年时间，庐江县委县政府就打出了一套组合拳，招招砸在要害上，让“庸、懒、散、奢”的机关痼疾无处藏身。

　　“如果干部不做事，就会慢慢地滑向腐败，有一大堆事情要做，他们就没有精力去腐败。”在庐江县委书记王民生看来，庐江的做法是“系统性的”，是把效能建设与反腐败“联通起来”，其目的在于，既把干部“看”起来，又把他们的工作状态“调”起来。

　　“把各个局的业务章都交到行政窗口来”

　　庐江并非没有慢过。

　　作为安徽中部的一座有着120万人口的县城，庐江是一个农业大县。在转型发展的新时期，“农耕文化”负面的影响也被放大出来，表现在公务人员的精神状态和办事效率上。2012年，该县被查出一起腐败窝案，原县委常委被判入狱，更是为整个公务员系统敲响警钟。

　　2011年8月，安徽行政区划调整，庐江县划归省会合肥市。机遇不言而喻，挑战接踵而至，连县领导在内的不少庐江公务员都感到，有点“跟不上”省会城市的工作节奏和办事效率。庐江希望能够“接轨”合肥的速度，这种紧迫感促使县委县政府通过简政放权的方式来提升效能。

　　之后发生的一件事就让全县上下意识到，行政审批已经到了非改不可的地步了。

　　2012年，作为该县一所普通的初级中学，“福元中学”4个字经常出现在大大小小的有关效能建设的文件中。

　　原来，为了新建一个新食堂，该校工作人员在县里“跑了半年，盖了70多个公章才批下来”。这件事成了典型的反面教材。

　　“行政服务中心为什么不能提供一站式服务？这是系统病！”今天提起来，王民生还是压不住火，“这件事让人触目惊心”。

　　为此，县委要求县发改委做出了一张流程图，“看看，审批一个食堂建设项目到底要哪些环节。”

　　随后，全县上下，每个部门都被要求以“福元中学”项目报批为例，“找出一个最应自责的问题，通过自我揭丑实现自我革命”。

　　2013年起，庐江县对进驻“县行政服务中心”的32个单位行政审批事项进行了全部清理，取消项目30项，下放项目13项，转变管理方式项目3项，冻结项目1项，合并项目16项。此外，制定了相关办法，对需由两个以上机关审批的事项，由牵头单位提请，按照“一家受理、同步审批、限时办结”的要求，实行并联审批。

　　“电视问政是最好的曝光形式”

　　近段时间，一档由庐江县电视台制作的节目《问政庐江》在当地火了起来，不仅老百姓看了“提气”，就连很多基层的公务员也大呼“过瘾”。播出后，节目中“小区下水道堵塞”之类的“老大难”问题，纷纷得到解决。

　　“第二天视频就挂在政府网站首页上，一早来到办公楼，四处都能听到片头的音乐，大家都在议论。”一位政府工作人员分析，“县城就那么大，局长们大家都认识，当场让你下不了台，再播出去，面子更挂不住。”在他看来，这档“过于尖锐”的节目无疑在挑战着“人情社会”的承受底线。

　　该节目已经播出了7期，先后“问政”了人社局、教育局、房产局等7大“实权部门”。问政单位和内容由县纪委与栏目组联合确定，记者提前暗访该部门的机关和窗口，曝光其管理上存在的问题，制成短片。

　　节目录播前，一切都处于保密状态。

　　录播现场，就短片中曝光的问题，各部门的领导班子必须接受主持人和台下代表的问询，并当场作出解释，提出整改意见。

　　“事先没有任何准备，现场提问猝不及防，加上灯光照着，汗就下来了。”一位参加过节目的负责人说，“这考验的是对部门业务的了解程度，有些科局长刚从乡镇调上来，对目前的岗位还不是很熟。”

　　在这座县城，王政一下子成了压力的焦点，他同许多“被问政”的科局长都曾是朋友，但是在节目中，因其不给对方面子，“彼此的关系发生了微妙的变化。”

　　领导号码一公布，是否就会被打爆，由此带来工作之外的负担？为此，县里还特意进行了评估，当时的结论是否定的。王民生解释道，“因为，我们这些年做了不少工作，干部和群众之间的信息渠道还是很畅通的。”

　　“这些号码是不是真的？是不是他们另有一个号码？”公布之初，媒体和百姓半信半疑，不少官员都接到了他们屡次打来的“测试电话”。就连远在泰国、新加坡的庐江游子也给“父母官”打来电话，就为了倾诉一番思乡之情。此外，这些号码也给一些推销产品的人提供了便利。

　　不过，时间推移，好奇心逐渐冷却，这些号码所承载的信息渠道功能逐渐凸显出来。

　　这些电话有时也能带来意外的的惊喜。

　　当地有人盗采矿产资源，可是执法人员每次赶过去都“扑了空”。不久前，有举报者把电话直接打到了刁吉润的手机上，结果盗采者“终于被干到了”。

　　“还有一次，一个在外地的工作的庐江人打来电话说，县城高速公路的交通标志牌‘弄反了’，随后我就交办给交通局了。”在刁润吉看来，这些电话成了工作的又一抓手。

　　“其实，公布领导电话并非我们首创。”王民生坦言，庐江的这些举措大部分是从本地实际出发，借鉴了外地的经验。
