前天，南京市政府召开新闻发布会宣布：市政府将带头把12层办公大楼——拦腰砍掉6层，把7到12层保护性拆除。今后凡是明城墙景区超高建筑都将实施降层措施。
2010年，南京名城保护规划对明城墙一线建筑高度作了明确规定。为此，南京市政府决定，带头拆除6层，对台城大厦进行降层改造。南京市市级机关管理局基建处处长陈海健表示，“削顶”工程将于月底前全面开工，预计将在今年9月前改造完成，完工后的大楼顶部依旧是绿瓦平顶。他们将在改造中本着低碳、环保、节约的理念，将采用景观围挡，减少对环境景观的施工影响，尽量减少该项目对本地区及周边市民的干扰。
陈海健：改造内容有四部分，一个就是把7到12层保护性拆除，增加一些外墙保温，更新内部的一些空调和消防等一些设施。
南京市民胡小姐非常喜欢玄武湖的景色，经常在玄武湖边散步，对于南京市政府的这一举措她很赞同：
胡小姐：政府这个做法我觉得还是不错的，对违章违规的行为就是要纠正，不能光说在嘴上。台城大厦这个楼在玄武湖边上，在明城墙脚下，而且12层的楼这么高，我们看了都不舒服，砍得好！
台城大厦是南京市政府的主要办公场所，建于2000年，总建筑高度48米。从建成伊始就因遮挡玄武湖景观饱受诟病，此次“削顶降层”后，高度将降为24.8米。其实不止台城大厦，南京还有很多超高建筑对环境景观造成了影响。例如紧挨台城大厦，17层高的和平大厦，同样饱受诟病。对此，南京市规划局副局长陈乃栋表示，在有条件、有机会的情况下，都会考虑降层处理：

陈乃栋：2000年的话，哪个时候对南京古都风貌环境意识、保护意识还没有象现在这么强，台城大厦建成10年以后2010年，这个时候我们编制了《南京市历史文化名城保护规划》和《南京老城控制性详细规划》，这个是2010年也就是大楼建成使用10年之后，保护意识提高了以后我们编的这个规划。但是，从今天这个角度来看，对这个风貌还是有所破坏的。
在记者的采访中，也有不少市民认为对于已经建好的超高建筑进行降层，会不会是一种浪费？在紧挨台城大厦的和平大厦里的一家科技发展公司副总经理刘毅认为盖好的楼再砍掉，未免有些可惜：
刘毅：这些楼说实话用了这么多年，再拆再砍应该是蛮可惜的。你看2000年南京没有这方面的规划，2010年有了规划就要拆这些当初经过规划局批准建设的楼宇，再有什么新规划是不是还要否定现在的规划？是不是又要恢复这些楼宇？我认为还是要比较科学对待历史和现状，不能想怎么做就怎么做。现有的就用着，以后这类建筑再也不允许建了，这样的尝试说实话也未尝不可。
而北京清华城市规划设计研究院副院长袁昕认为，高度控制对于历史景观的保护其实是一个很重要的手段。
袁昕：在这样的情况下，高度控制是一个很重要的手段，如果超出比较高肯定会对湖周边整体风貌有影响，但是我想政府带这样的头至少给后续的规划管理减轻一些压力，不在于他降了多少，至少能在之后的规划管理上能起到一个好的效果。
