管美华：没有。当时村委会欺骗俺，说青苗费是青苗费，地是地钱，你们先拿吧。
村民李作明告诉记者，除了青苗补偿费外，被征地村民还可以领到剩余17年的土地承包补偿款，标准是每人每年400元。他认为过低的补偿标准让村民们无法接受。

李作明说，杜家疃村村民已经就当地政府涉嫌非法征地问题，向平度人民法院提出了诉讼，法院也已受理。据他介绍，被征用土地没有合法手续。
李作明：不知道，连这个都不知道。
记者：那你们什么时候知道的？
李作明：从他们围起来的时候开始，这几十亩没有手续，任何手续都没有，以前我们有个农田基本保护区，牌子当时让人偷去了，偷去以后06年让他们给改了，说政府筹备地，一个手续都没有，啥手续都没有，现在我们都查了。
对于村民的这种说法，平度市国土资源局今天下午作出回应，称被征用土地早在06、07年就已经转为了建设用地。
平度市国土局供地科科长张海山：应该是这块应该是120多亩地，就是06年审批，07年审批的，两批。农业用地转用出去，转建设用地，这块是土地承包这块应该管理权还在农业局，农业部门。
