教育部门称“疏忽大意了”

雨露校车公司负责人许某告诉记者，错误申报原因是公司经办人员在电脑制表中，“把数字粘贴错了，而公司没有认真审核，就上报了。”
校车公司虚报数据，教育部门“轻信公司”不加审核。于是，近10万元的财政补贴资金，就这样轻而易举被打到校车公司账户上。有关校车管理的6个公章、6道审核关口，诸多制度设计，依然未能真正监管。
于洪区教育部门有关人士说，确实没有把这件惠民好事办好。校车补贴原来由交通部门拨到街道，车主持相关证件直接领取，而现在补贴办理机构转到教育部门，区里确定校车由两家公司管理运营，教育部门和校车实际运营者(车主)之间，多了校车公司这一层环节，校车公司是否将补贴款及时足额发到车主，教育部门也很难管控。
管理失查？蓄意作假？期待调查结果
根据我国校车管理相关法规，县级以上政府可以制定管理办法，组织依法取得道路旅客运输经营许可的个体经营者提供校车服务。于洪区领取补贴的校车车主，基本都挂靠在两家校车公司。多了一层管理环节，被认为是失查的原因之一，但于洪区有关部门并未向记者解释，为何个体校车都要挂靠到校车公司。
根据于洪教育部门提供的材料，校车管理部门早在今年1月25日就查清并作出了对雨露校车公司补贴的督查结果，但直至3月3日，才追回了冒领款。而对于另一家校车公司的督查结果，则是在2月28日才作出的。
一些校车经营者反映，冒领补贴并非仅仅是政府部门和校车公司把关不严的问题。校车公司粗心大意、申报数据小有出入虽有可能，但座位数竟然虚报一倍多，属十分明显的特殊情况，仍未引起政府部门注意，没进行核查。这其中不能排除背后有人蓄意作假、暗箱操作的可能。
据了解，于洪区相关部门正在对此展开进一步调查，期待着调查结果会进一步揭开谜底。
