23日，记者在三亚知名旅游度假区大东海景区看到，这栋海上浮动会所一共四层，旁边停着一大一小两艘游艇。
这个会所在网上发布的信息显示，其全称为“三亚椰海金滩幸福岛海上会所”，共有2000多平方米，其中，一层面积884平方米，设有中餐厅、酒吧以及120平方米的海南黄花梨商场；二层面积600平方米，设有豪华包间、客房、婚房；三层面积430平方米，设有各种大小会议室；四层面积330平方米，是一个大天台，该会所可同时容纳600－800人。
在消费价格方面，一楼的餐厅包厢起步价为1580元，二楼的28间客房均为大床房，每间市场价在2000－4000元之间(不含15%服务费)。此外，会所还设有特色演艺厅、KTV、咖啡厅，烧烤处，拥有海上游泳池，并提供潜水、豪华游艇一日游等服务。
据大东海景区值班人员介绍，会所里可以唱歌、钓鱼、吃饭，接待的都是“高档人”，要上去必须提前与岸上的负责人员联系。
经过打听，记者了解到该会所与“大东海渔村”餐厅同属于一家公司，会所是该餐厅经营项目之一。“大东海渔村”餐厅一曲姓负责人告诉记者，因为一直以来没有相关证件，三亚市不允许经营，会所现在已经停业，只是搞一些内部接待，会所内的很多设施也正在逐步清理。“过年之前我们对外还有些接待，主要是餐饮，之后就只搞一些内部接待了。”
记者要求登船看看，他表示，现在风浪比较大，过去可能有危险，“如果你只是想去参观，或者到海上游泳池体验，我可以跟领导沟通一下。”
违规建造、无证经营、无人监管
如此“引人注目”的海上高端会所，坐落在人来人往的大东海景区附近海域，却是违规建造，无证经营。
据悉，“三亚椰海金滩幸福岛海上会所”于2012年1月正式运营，却没有得到相关部门批准。
据知情人透露，可能是因为三亚海域发生过一次沉船事故，市里有考虑，所以证件一直没有办下来。
据“大东海渔村”餐厅工作人员介绍，海上会所造价5000多万元，为三亚椰海金滩集团所有，其自身并没有动力系统。因为台风季节很快就要来到，会所承受不了巨大风浪，再加上目前办证还是面临困难，需要申请，等待批准等，会所将会被暂时拖离。如办证进展顺利，会在年底左右开业。
由谁来管：相关部门各执一词
“三亚椰海金滩幸福岛海上会所”违规建造、无证经营的问题该由谁来管？
据三亚旅游委一位不愿透露姓名的负责人介绍，该会所已存在两三年，按职能管理划分，应属交通局、海事部门管理，其餐厅、住宿营业，应属于工商部门管理，旅游部门对此没有执法权。
记者从三亚海事部门了解到，该会所已建成几年，实际为大型海上浮台，但它既不能按船舶类进行登记，也未像钻井平台一样获得入海许可，建造技术、抗风浪能力、安全措施等都没有参照标准，也未经过相关部门论证。
另据知情人士透露，此海域属于珊瑚保护区，这给管理带来了更大的难度。三亚安监、交通、消防、海洋等部门都曾对该会所进行调查整治。
目前，三亚市相关负责人已下文将采取各部门联合整治的办法对其进行处理。
