郭夏认为，以前对于核材料丢失等问题，关注并不算太多。从中国来讲，为了治理大气污染，大力发展核电将会成为一个重要的趋势。核材料的管理也要加强防范，会成为一个很重要的课题。
郭夏表示：“在峰会上，目前中国更关心的应该是防止恐怖分子利用核材料搞核爆炸等恐怖活动。另外，习近平主席出席会议，也体现了中国作为大国的担当和更多地承担维护世界和平使命的责任感。”
中国军控与裁军协会秘书长陈凯在接受中国媒体采访时表示，现在的情况是国际上缺乏一个普遍适用的核安全机制，核安全机制应是峰会讨论的一个重点。中国可能在这次峰会提出一些既有中国特色、又能推动国际合作的主张。
