习近平今将提中国核安全观
按照日程，从今天起至明天，中国国家主席习近平将出席在荷兰海牙举行的第三届核安全峰会，届时，习近平将提出中国的“核安全观”，介绍中国在加强核安全方面采取的措施和取得的成就，推动国际合作。
本届峰会主题之一就是防范核恐怖主义。当前，核恐怖主义的“幽灵”仍在世界徘徊。据国际原子能机构非法贩运数据库统计，1993年至2011年的十多年间，国际原子能机构成员通报的、涉及核及其他放射性材料的遗失盗窃和非法获取事件超过2164件，其中多起涉及未经许可拥有可制作核武器的高浓缩铀和钚，或是出售、贩运这些敏感材料。
大量研究表明，恐怖分子或国际犯罪组织获取核材料、制造核弹或放射性物质散布装置(即“脏弹”)以及蓄意破坏核设施等风险绝对不可低估。重大核恐怖事件一旦发生，将引发灾难性后果，对于核恐怖主义的防范不容疏忽。
在携手保证核安全的拼图中，“中国作用”不可或缺。长期以来，中国保持着良好的核安全纪录，倡导建立了中日韩核电安全机制，建设中美核安保示范中心，承诺帮助有需要的国家开展高浓铀研究堆改造，为提升本地区和世界核安全水平作出了贡献。
