XI Jinping： China in the Netherlands establish Chinese cultural centers

　　新华网海牙3月23日电(记者陈贽 程志良)国家主席习近平23日在海牙同荷兰首相吕特举行会谈。双方就中荷关系和中欧关系深入交换意见，达成重要共识。双方发表联合声明，一致决定建立开放务实的中荷全面合作伙伴关系。

　　习近平表示，荷兰是最早承认中华人民共和国的西方国家之一。两国合作起步早、领域广、基础牢，不断创新进取。荷兰也是中国同欧洲开展合作的门户。吕特首相去年11月访华，我们进行了深入交谈，达成许多共识。我们双方都高度重视发展两国关系，对加强合作都有强烈意愿。中方愿同荷方一道，建设好开放务实的中荷全面合作伙伴关系，提升双边合作水平，为中欧关系发展作出更大贡献。

　　习近平建议双方，第一，保持高层交往，相互尊重，深化互信，尊重彼此核心利益和重大关切。第二，更加重视农业和水利在两国合作中的基础性作用，重点加强奶业、育种、防洪、人才培训、食品安全、技术研发等方面合作。中方欢迎荷兰扩大奶制品对华出口。第三，加强互联互通，促进商品、人员、技术自由流动。中方欢迎荷方参与上海自由贸易试验区建设。双方要鼓励人员往来，扩大学生和科研人员交流，加强旅游合作。中方决定在荷兰建立中国文化中心。第四，中方欢迎荷方参与中国新型工业化、城镇化、信息化、农业现代化进程，在节能环保、新能源、城市可持续发展、金融服务等领域拓展新的合作，在中欧合作中发挥示范效应。第五，坚持相互开放和自由贸易，共同反对保护主义。中方希望荷方为中国企业在荷投资提供更多便利，希望荷方在欧盟内部发挥积极影响，推动中欧投资协定谈判早日完成，尽快启动中欧自贸区建设联合可行性研究，妥善解决中欧无线通信产品贸易摩擦。

　　吕特表示，荷中关系发展良好，两国经济、文化互补性强，互利合作广泛，彼此是重要合作伙伴。习近平主席这次到访，赋予两国关系新的更高定位，这必将进一步深化两国合作。荷方希望同中方保持密切交往，扩大双边贸易和双向投资，加强科研、食品安全、社会保障、环境保护、服务业等领域合作。荷兰即将在重庆开设总领馆，相信这将进一步推动荷兰同中国中西部地区的交往与合作。中方关于促进欧中贸易和投资的建议符合欧中共同利益。荷兰主张自由贸易，将继续在欧盟内积极推动欧中合作。

　　吕特就马来西亚航空公司客机失联事件表示慰问。习近平表示，目前多国参与的搜寻工作正在加紧进行。只要有一线希望，我们就不会放弃。

　　双方还就核安全问题交换了意见，表示愿同其他各方共同努力，推动第三届核安全峰会取得成功，继续保持和推进国际合作。

　　两国领导人共同见证了能源、农业、经贸、文化等领域合作文件的签署。
