南都讯 记者陈万如 每一次工程招标，都成为了他收钱的机会。广州市白云区城投公司前董事长兼总经理彭华昌通过多个建设项目受贿，金额超过600万元人民币，绝大部分贿款都被他用在赌球上。日前，彭华昌被广州市中院以受贿罪判处有期徒刑十四年。
帮助围标 多次受贿
彭华昌今年45岁，原任广州市白云城市建设投资有限公司(下简称“白云城投”)董事长兼总经理。白云城投是国有独资的有限责任公司，股东是广州市白云区国有资产管理委员会办公室。
白云城投是白云区多个重点建设项目的代业主方。2010年至2011年间，白云城投负责的白云机场第三跑道安置区工程的招投标及施工管理，工程总投资3.2亿元。彭华昌收受了行贿人周浪、黄光辉的人民币共210万元，帮助他们操作、组织广州市建筑集团下属的各个有资质的公司来围标，最后他们通过广州市建筑机械施工有限公司中标，周浪将该工程拿到手。
2012年初，白云城投负责白云区人民医院迁建项目，工程预算近4亿元人民币。彭华昌在指定招标代理公司、设定招标条件等方面给行贿人王远俊提供帮助，并承诺将为王远俊在后续的各项工程投标提供帮助。彭华昌还与王远俊合谋，以组织有资质的施工单位进行围标的手段来投标。2012年8月，王远俊转账了人民币120万元给彭华昌。2012年11月，工程进入招标阶段时，王远俊又向彭华昌转账人民币50万元。2013年1月，在彭华昌的帮助下，该工程由王远俊挂靠的广州市恒盛建筑工程有限公司中标。
2011年至2013年间，彭华昌为卢伟冲承接“广州市六十五中学校安工程”提供帮助，卢伟冲为讨好和拉拢他，分5次送出人民币11万元以及面值2万元的购物卡。
沉溺赌球 笑纳“借款”
沉迷赌球的彭华昌屡次以妻子或他人生意上需要资金为由向行贿人“借款”。他交待，自己向他们借款时从来未想过要还钱，也不可能还。钱到账后彭华昌马上拿去赌球翻本，行贿人送钱后也从未和他谈过还钱的事情。
2011年初，彭华昌经人介绍认识商人郑某，并且在2011年和2012年的中秋和春节前后，四次收受郑某每次10万元港币的贿赂。2011年12月，彭华昌多次主动向郑某表示，可以介绍自己手中工程给其或者其朋友承接，并以此为由向郑某索要贿赂80万元人民币。2012年9月，彭华昌又因赌球输钱，再次以可以帮其承接工程为由，向郑某索要贿赂人民币100万元。
2012年12月份彭华昌去美国考察前，郑某还送了1万美金供其开支。
法院认为，口头“借款”且无归还的意愿，亦无相关凭证，故该类口头“借款”应认定为受贿金额，共计180万元人民币。最终，法院认定彭华昌受贿共计人民币571万元、港币40万元，美金1万元，判决犯受贿罪，处有期徒刑十四年。
