  在“穗六条”出台之后,广州公积金政策一直按兵不动。不过,记者昨日从广州住房公积金管理中心了解到,这种情况有可能发生改变。《广州住房公积金个人住房贷款实施办法》(征求意见稿)(简称《办法》)及《关于我市住房公积金贷款有关问题的通知》(征求意见稿)(简称《通知》)开始征求意见,根据上述两个文件,今后使用过公积金贷款的市民或将不可以再进行公积金贷款,而且贷款额度也会有所收窄。


  “‘穗六条’出台之后我们就有这方面的政策意向,目前还在征求意见阶段。”广州住房公积金管理中心相关负责人昨日在接受记者采访时表示,上述新政若要执行,还要经公积金管理委员会审议通过。


  贷款额度或缩水一半


  《通知》显示,根据缴存情况计算的贷款额度,计算公式为:账户余额×2+月缴存额×到退休年龄月数×2。这一计算公式相比起此前的公式而言,额度“缩水”明显。


  业内人士表示,以前的计算公式为:(公积金账户余额+公积金月缴存额×2×至法定退休月数)×2。以一个30岁男子,每月公积金缴存额250元,已经缴存两年来计算,按照以前的公式,最高可以贷款37.2万元,而按照此次公布的公式计算,只能贷款19.2万元,缩水近半。


  刚需楼盘压力增大


  记者随即了解到,几乎所有的业内人士都对此次《通知》出台感到惊讶。


  “如果这个征求意见稿真的成为现实,那么算是非常严厉的调控手段了。”中原地产项目部总经理黄韬对记者表示。


  “对买房人来说,公积金贷款的难度增加,额度下降,会导致贷款负担更重,压力更大,购房需求会出现人为的抑制。”黄韬分析称,未来开发商可能面对的购房需求将进一步下降,定价的难度增加。“由于使用公积金贷款较多的楼盘大都是刚需盘,刚需盘面临的压力会很大,必须要以价换量,或者采取其他的手段去给客户解决这个难题,有些大开发商已经开始实施一些措施。”


  “很难说具体多少客户会受到影响,但可以据此推算,如果从毕业开始缴纳公积金的话,首次置业想要使用公积金的年龄底线将达到25~26岁。”满堂红高级市场经理周峰表示,假如接下来几个月没有其他的措施出台,依然执行“穗六条”,成交量暂时不会有太明显的改观,而如果公积金贷款收紧,按照现在商业贷款收紧的趋势,部分客户将停止入市,一手和二手住宅的价格都会有一定的松动。


  卖一买一市民“伤不起”


  “如果按此实施,那用过公积金贷款、卖一买一的市民难过了。”某国企员工黎先生表示,自己6年前用公积金贷款购买了一套一室一厅自住,当时仅贷了20万元。现在,他已经将这套房卖掉,并在紧锣密鼓地“物色”婚房。此前,只要还完公积金贷款半年后便可以再贷,但现在他的打算眼看就要泡汤了。黎先生表示不解,“为什么新政策完全没有体现对改善型住房的支持?”

  记者在《通知》的中看到,对于公积金贷款比例,将根据家庭购房套数、所购住房建筑面积确定。对购买第二套住房的家庭,贷款额度不超过所购房屋价格的30%,贷款利率按同期同档次基准利率的1.1倍执行。


  而此前,对购买第二套住房的家庭,首付款比例不得低于60%,贷款利率按同期同档次基准利率的1.1倍执行。暂停发放家庭购买第三套或以上住房公积金贷款。

  认房又认贷



  更为严格


  广州住房公积金管理中心相关负责人告诉记者,目前广州在执行公积金贷款套数认定上,对于二套房的认定标准较为宽松。例如夫妻一方以一方名义申请公积金贷款,即使是卖一买一购买二套房,在夫妻一方还清公积金贷款之后,另一方还可以再申请公积金贷款。而新政的二套房公积金贷款条件更为严格,对家庭已购房套数实行“认房”又“认贷”的标准。通过房管部门出具的《个人名下房地产登记情况查询证明》、人民银行征信系统《个人信用报告》及银行通过面测、面谈等形式的尽责调查认定家庭房产套数。

  已贷过公积金



  “不予贷款”


  《办法》还提出:属于以下情况之一的,不予贷款:(一)建筑结构为砖木结构、混合结构;(二)用途为非居住用房及低密度商品住宅;(三)已使用过住房公积金贷款。


  “我个人理解,这种表述的意思是公积金贷款只能用一次。”一位按揭业内资深人士表示,在以前公积金贷款的操作之中,只要还清之前的公积金贷款,满半年之后,便可以申请下一次公积金贷款。

  诚信记录成



  审批依据


  为了打击近年来骗取公积金的行为。《办法》拟规定住房公积金贷款以职工的诚信记录作为重要审批依据,对于出现下列情况的职工限制贷款:


  (一)以欺骗手段提取本人住房公积金账户内存储余额的职工,全额退款3年后才可申请住房公积金贷款;


  (二)提供虚假资料骗取贷款的职工,公积金中心将保留不良诚信记录4年,其间不受理其住房公积金贷款申请;


  (三)人民银行征信记录显示住房贷款逾期6期(含6期)以上,贷款结清5年后才可申请住房公积金贷款。


  “之前对住房贷款的逾期还款期数只有一个内部操作的守则,没有明确的指引,令到不少早年使用过消费信用卡忘记还款的‘大头虾’递交了资料后,也才发现没有资格申请。”公积金中心人士向记者表示,有了这一明确政策之后,可以让市民在申请时更为有的放矢。

  本地户口需



  连缴两年


  公积金中心相关负责人表示,为了配合“穗六条”,此次征求意见的《办法》和《通知》在购房要求上也更为严格,


  《办法》提出,可申请公积金贷款的条件之一为:本市户籍,申请贷款时已连续缴存住房公积金24个月以上(含);非本市户籍的,申请时已连续缴存住房公积金36个月以上(含)。


  而此前,缴纳公积金年限方面的要求为:广州市常住户口的,申请住房公积金贷款时已连续缴存住房公积金6个月以上(含);非广州市常住户口的,申请住房公积金贷款时已连续缴存住房公积金12个月以上(含)。
