  三种情况不可申贷


  在《广州住房公积金个人住房贷款实施办法》的征求意见稿中,记者看到第七条明确规定,属于以下三种情况的,不予贷款:建筑结构为砖木结构、混合结构;用途为非居住用房及低密度商品住宅;已使用过住房公积金贷款。

  申贷需连续缴存两年


  在贷款人申请条件方面,征求意见稿也明显收紧了,对缴存时限的要求大幅提升。


  意见稿规定,具有本市户籍的,申请贷款时需已连续缴存住房公积金24个月以上(含24个月);非本市户籍的,申请时需已连续缴存住房公积金36个月以上(含36个月)。而此前,该条规定是:广州市常住户口的,申请住房公积金贷款时已连续缴存住房公积金6个月以上(含6个月);非广州市常住户口的,申请住房公积金贷款时已连续缴存住房公积金12个月以上(含12个月)。


  此外,意见稿中还要求,申请人已按规定支付购房首期房款,这意味着,必须交了首付款才能申请公积金贷款,而此前仅要求申请人的购房首期付款符合规定比例。


  可贷额度或减少近一半


  在可贷额度上,征求意见稿规定,取“根据个人住房公积金缴存情况计算的贷款额度”、“贷款最高限额”和“按照房屋价格计算的贷款额度”中的最低值。


  记者注意到,“根据个人住房公积金缴存情况计算的贷款额度”计算方法有变。现在的计算公式为:(公积金账户余额+公积金月缴存额×2×至法定退休月数)×2,而计划修改为(公积金账户余额×2+公积金月缴存额×至法定退休年龄月数×2),那么后一项就等于少翻了一倍。


  假设某职工公积金账户余额为5万元,其月缴存额为2000元,离法定退休月数还有240个月即20年,那么按照原来的公式计算的可贷额度为202万元,按修改后的公式则减少为106万元,大幅降低96万元。


  当然,在实际中是贷不到这么多的,因为在上述三项中取最低值,按意见稿中的最新规定,一人申请住房公积金贷款的,贷款最高限额为50万元,两人或两人以上购买同一住房申请住房公积金贷款的,贷款最高限额为80万元。如果是二套房贷款的,则只能按房屋价格的30%来贷。

  诚信记录成审批依据


  记者从征求意见稿中看到,诚信记录被首次特别强调成为重要审批依据,出现以下三种情况的职工将被限制贷款。这包括:

  (三)人民银行征信记录显示住房贷款逾期6期(含6期)以上,贷款结清5年后才可申请住房公积金贷款。


  一套纯商贷,二套才能公积金贷


  和之前规定相同的是,征求意见稿再次明确:


  对购买首套住房且套型建筑面积在90平方米(含90平方米)以下或按规定购买保障性住房的家庭(包括借款人、配偶及未成年子女,下同),贷款额度不超过所购房屋价格的80%;对购买首套住房且套型建筑面积在90平方米以上的家庭,贷款额度不超过所购房屋价格的70%;


  对购买第二套住房的家庭,贷款额度不超过所购房屋价格的30%,贷款利率按同期同档次基准利率的1.1倍执行。


  暂停发放缴存职工家庭购买第三套及以上的住房公积金贷款。


  需要注意的是,按照征求意见稿,首次用的是纯商业贷款的,二套才有机会申请公积金贷款,且可贷额度大大降低,最高只能贷三成。


  并且,对家庭已购房套数的认定实行“认房”又“认贷”。公积金中心称,会通过房管部门出具的《个人名下房地产登记情况查询证明》、人民银行征信系统《个人信用报告》及银行通过面测、面谈等形式的尽责调查认定家庭房产套数。
