李克强说，此次论坛以“全面深化改革的中国”为主题恰逢其时。改革很重要的就是要发挥市场活力和创造力，激发经济内生动力，这都与创新密不可分。中国经济要实现转型升级，关键也要依靠创新。要完善体制机制，把国家自主创新示范区股权激励、科技成果处置权收益权改革等试点政策，扩大到更多科技园区和科技单位，充分调动科研人员创新创造的积极性。同时要更加重视知识产权保护，加强立法和执法，加大对侵权行为的惩罚力度，不让违法者的小利损害国家的大利。也希望一些国家取消不合理的对华高技术出口限制。
李克强指出，中国过去20多年一直是吸引外资最多的发展中国家。今年前两个月实际使用外资仍以两位数增长，表明中国有巨大市场和吸引力，投资环境不断得到改善。虽然中国目前有充裕的外汇储备，但我们仍欢迎外资企业来华投资兴业，带来先进的理念和技术。对于在境内注册的公司，无论中资外资，中国都一视同仁。我们将通过建设好上海自贸试验区，积极探索准入前国民待遇和负面清单管理模式，健全事中事后监管体系，尽快形成可复制的经验，推广到更多地方乃至全国。我们正同美、欧开展投资协定谈判，这将有助于为双方企业提供更加公平良好的投资环境。
李克强表示，中国未来调整经济结构，不光要发展先进制造业，还要大力发展服务业。服务业是就业最大容纳器，也有助于节能降耗。要通过扩大营改增范围，有序放宽准入，为服务业发展减负助力。促进健康、医疗、养老、金融、物流等服务业在公平竞争中得到发展，也让中国消费者在服务消费方面有更多选择。
与会外方代表表示，中国的发展对世界经济至关重要，赞赏中国政府坚定致力于全面深化改革，相信中国的投资环境会越来越好，将为中外企业发展提供更多机遇。跨国企业关心和支持中国的发展，愿同中方扩大合作，实现共同发展。(完)
