但是记者采访了解到，这1500多万元的土地出让收益如何分配？是发放到户，还是放在村子里集体统一保管？村民的想法和当地政府政策之间出现了较大的分歧。
平度官方称，当地专门出台了经营性用地出让收入分配办法，规定将土地出让收入扣除征地收益，减去征地成本、提取相关基金后，余额的30%拨付给被征地村庄。因此杜家疃村获得了1527.79万元的土地出让收益，凤台街道办事处也于2月27日全部拨付到村。这笔钱怎么花？平度市国土局土地征收科科长袁延斌给出了解释。他说，这笔钱是当地政府为被征地村民日后生活留下的“兜底钱”，根据当地相关规定，只能放在村集体，由村里统一保管、经营，努力做到增值。
袁延斌：明确点出来了，就是这块钱干什么用，就是为了保障被征地农民今后的生产生活，不因为征地而降低，政府就是让它干这个用的。
记者：这块钱是给村集体的？
袁延斌：村集体的，不是给每个人的。
记者：这是国家有法律规定吗？
袁延斌：没有，这是我们市政府说要保障征地农民的合法权益采取的一种措施。
但记者在杜家疃村走访时了解到，绝大部分村民都不愿意把这笔钱交由“村里”保管，村民们说，他们早已经对村两委失去了信任。村民付尊玲给记者拿出了一张纸，上边是现任村主任杜群山在2011年竞选时，给村民们作出的书面承诺，其中有一条是“坚决不卖一分地”。但去年5月，在村民们不知情的情况下，村里120多亩地被卖了，这也让村民们感觉被愚弄了，村民和村干部之间出现了严重的信任危机。记者随机采访了多位村民，他们都表示这1500多万元钱坚决不能放在村里。
村民：发给我们家里好，搁村里谁放心呢？查查他们的帐，他们花的没有数，老百姓根本不知道，账目根本就不公开，弄点钱放他们手里都得花没了。
村民们告诉记者，只要严格按照国家相关政策，不克扣、截留、挪用补偿款，他们就能接受。
村民：就是合理，俺就签字，给俺钱不合理俺就坚决不签，俺就要俺的地。
记者：那你觉得多少是合理呢？
村民：怎么叫合适啊？就算是按国家政策办。
凤台街道办事处副主任曹颖杰表示，他们正在做相关走访、统计工作。据了解，山东省纪委及山东省国土资源厅一行4人，在今天上午抵达平度，将就此次事件中相关问题展开调查。
