地处沿海的无棣县位于山东省最北部，是一个以农业为主的县，记者从该县政府网站上了解到， 2012年该县实现地方财政收入10.4亿元。
“这是无棣县交通局在我的酒店吃饭的消费清单。”举报人于凤琴拿出一摞材料给记者看，“这是从开业(2012年12月2日)到去年(2013年)7月份的。”材料显示，交通局此段时间公款吃喝有15.3万元之多。于凤琴说：“这15.3万元，已经全部结账了，其中4.3万元直接给的我支票，11万直接打给了无棣县人社局。”
于凤琴告诉记者，她和丈夫2012年在朋友的多次劝说下，投资300多万元租赁了无棣县交通局办公楼东侧的一、二层裙楼，建筑面积约5800平方米，开了一家名叫海丰时代的酒店，并于当年的12月2日试营业，一直到2013年7月12日，交通局的很多公务接待和就餐都安排在该酒店，用餐后由局里分管后勤的纪检委书记孙惠峰(音)或者办公室张主任签字挂账。
于凤琴提供的“交通局消费清单”显示，在上述时间里，无棣县交通局在海丰时代用餐次数计173次，数额最高的一次是2012年12月7日的5612元。 “大约十一、二人用餐，这只是菜金，交通局一般都是自带酒水”。于凤琴告诉记者。

于凤琴称由于发票被要求开成绿化工程款、办公用品、办公耗材、宣传费、培训费、机电设备维修费、安装费等非餐饮发票，她只能从其他朋友手里“买”发票。
就于凤琴所反映的问题，孙惠峰在接受人民网记者采访时表示，于凤琴反映的15.3万元餐费，交通局已经与她全部结完。因为于凤琴拖欠她酒店员工3个月工资，员工多次到信访局反映，其中有11万，经过于凤琴本人同意并签字打到了无棣县人社局清欠专用账户上，用于支付员工工资。
对于交通局半年多时间公款接待15.3万元餐费，孙惠峰解释，“这包括交通局下属企业和个人的就餐，局里只有几万元，而一顿饭吃5612元一事是正常的公务接待，当时有四五十人，有县里的和乡镇上陪同的人，此事县里有关部门调查过，认定属于公务接待”。
至于餐费开成其他发票一事，孙惠峰表示，由于于凤琴没有税控机，无法开具发票，所以就提供了其他项目的发票，并不是自己提出的要求。那么这些另立名目的发票为何能顺利报销、谁签字、如何审核而过关的？孙惠峰没有做出解释。
“现在市(滨州市)纪委已经成立了调查小组，对这件举报之事正在进行调查，不久就会有调查结果。”孙惠峰表示。
当地回应：单位已将票据如实入账处理
24日17时多，人民网收到无棣县相关人员对此事给予的回应《关于海丰时代酒店公务接待情况的说明》，该回应通过传真发到人民网，没有署名、也没有公章和日期。
回应谈到为何用其他发票结算及入账情况时称，“自2013年1月8日至2013年12月20日，全省范围内税控机暂缓办理，因而海丰时代酒店在营业期间一直未安装税控机，也一直不能出具该酒店发票，结算餐饮费时使用的都是其他餐饮单位的正式发票，所以单位也是将票据如实入账处理的”。
回应谈到交通局后期餐费打入农民工清欠账户情况时表示，“2013年9月份，海丰时代酒店工人向县信访局反映酒店拖欠工人工资，其(于凤琴)本人同意将餐费款转交工作组，作为工资款给予发放，同时出具了一份书面材料。随后工作组将工资账户告知于风琴(工资账户为建设局清欠办备案的工资账户)。”
回应说，截止目前，大部分工人工资已发放完毕。核对工作中，部分人员仍存有较大争议，县劳动监察大队要求于凤琴来无棣进行现场对质，于凤琴以各种理由一直未来无棣处理。
回应同时表示，当地纪委已经介入调查，“该项工作仍在进行中，据了解，已接近尾声”。
