XI Jinping at the nuclear security Summit， China set nuclear security concept

CNS, Hague, March 24 (reporter Zhang Shuo)-third session of the nuclear security Summit, 24th in the Netherlands held in the Hague. XI Jinping, China's President, attended and delivered an important speech, China's nuclear security measures and achievements, Chinese pay equal attention to development and security, rights and obligations, autonomy and collaboration, and, the symptoms and root cause, and nuclear security concept, called on the international community to work together to achieve lasting security and the development of nuclear energy.

The Summit to "strengthening nuclear safety, protection against nuclear terrorism" as the theme, the leaders or representatives of a total of 53 countries and heads of international organizations participating. XI noted that humans must make better use of nuclear energy, to achieve greater development, must deal with various nuclear security challenges, maintain security of nuclear material and nuclear facilities. Strengthening nuclear security is an ongoing process. We need to stick to rational, coordinated and updated view of nuclear security, nuclear security process into the healthy and sustainable development.

First, development and security, and to ensure security as the prerequisite for developing nuclear energy. We have to adhere to the development of safety and security for development concept. Any development of nuclear energy at the cost of security is unsustainable is not real development.

Secondly, the rights and obligations of both, in order to respect States rights and promoting the international nuclear security process. Ensure the implementation of obligations under international legal instruments on nuclear safety for the full implementation of relevant UN Security Council resolutions, stressed the need for States to fulfil the international obligations at the same time, respect the States in accordance with national conditions, to take the most suitable rights of nuclear safety policies and initiatives.

Third, the autonomy and collaboration, based on mutual benefit and win-win way to seek general nuclear safety. Governments bear the primary responsibility for nuclear safety, Governments must strengthen the nuclear safety awareness, strengthening the mechanism construction, move up the technology ladder. Nuclear security is a global issue to attract more countries to join the international nuclear security process, enhance exchanges, mutual, shared, relevant multilateral institutions and initiatives to be integrated and coordinated, collaborative effort.

China has also actively promoted international cooperation on nuclear safety.

XI Jinping concluded that light, darkness will step back. We in the field of nuclear safety to make extra efforts, terrorism will lose an opportunity. China will continue to enhance their nuclear security capacity and determined play a role in creating a fair system of international nuclear safety, cooperation, win-win, and firmly support the IAEA-led international cooperation on nuclear safety, unswerving in safeguarding regional and world peace and stability, to achieve the sustained nuclear safety continue to make its efforts and contributions.

　　这次峰会以“加强核安全、防范核恐怖主义”为主题，共有53个国家的领导人或代表以及国际组织负责人与会。荷兰首相吕特主持会议，他首先邀请习近平作主旨讲话。

　　习近平指出，人类要更好利用核能、实现更大发展，必须应对好各种核安全挑战，维护好核材料和核设施安全。加强核安全是一个持续过程。我们要坚持理性、协调、并进的核安全观，把核安全进程纳入健康持续发展轨道。

　　第一，发展和安全并重，以确保安全为前提发展核能事业。我们要秉持以发展求安全、以安全促发展理念。任何以牺牲安全为代价的核能发展都难以持续，都不是真正的发展。

　　第二，权利和义务并重，以尊重各国权益为基础推进国际核安全进程。切实履行核安全国际法律文书规定的义务，全面执行联合国安理会有关决议，在强调各国履行有关国际义务的同时，尊重各国根据本国国情采取最适合的核安全政策和举措的权利。

　　第三，自主和协作并重，以互利共赢为途径寻求普遍核安全。核安全首要责任应该由各国政府承担，各国政府要强化核安全意识，加强机制建设，提升技术水平。核安全也是全球性课题，要吸引更多国家加入国际核安全进程，加强交流、互鉴、共享，有关多边机制和倡议要统筹协调、协同努力。

　　第四，治标和治本并重，以消除根源为目标全面推进核安全努力。完善核安全政策举措，坚持核材料供需平衡，深化打击核恐怖主义国际合作，是消除核安全隐患和核扩散风险的直接和有效途径。只有营造和平稳定的国际环境，才能从根本上解决核恐怖主义和核扩散问题，实现核能持久安全和发展。

　　习近平强调，发展核事业50多年来，中国保持了良好的核安全记录。中国对全国核设施开展了全面安全检查，不断完善国家核安全法规体系，正在制定核安全条例。中国还积极推动核安全国际合作。

　　习近平最后指出，光明前进一分，黑暗便后退一分。我们在核安全领域多作一份努力，恐怖主义就少一次可乘之机。中国将坚定不移增强自身核安全能力，坚定不移参与构建公平、合作、共赢的国际核安全体系，坚定不移支持国际原子能机构主导的核安全国际合作，坚定不移维护地区和世界和平稳定，为实现持久核安全继续作出自己的努力和贡献。

　　与会领导人在发言中介绍了各自政策主张和措施，一致认为加强核安全、防范核恐怖主义是未来几年国际社会共同面临的重要挑战，各国都负有维护核材料和核设施安全的责任，同时要深化国际合作并加强协调，建立国际核安全体系并支持国际原子能机构发挥中心作用。
