毒案幼儿园无证“裸奔”一年多
佳佳幼儿园是在3月20日收到的“幼儿园停办通知书”，在此之前，这个招收了79名幼儿的幼儿园已经“裸奔”了1年多。
根据新京报记者调查，佳佳幼儿园在开办时曾找过丘北县教育部门，试图办理办学许可证，但由于办学条件未达标，并未获批。
昨日上午，丘北县教育局副局长提到，佳佳幼儿园当时找到教育局还不是来办证，只是来“咨询”。
无论黄永机当初到教育局的目的是什么，佳佳幼儿园还是在镇、县两级政府部门的眼皮下办了起来，生源多为本村孩子。
相邻的喜洋洋幼儿园负责人何小存说，喜洋洋幼儿园开办前，也找到了当地教育主管部门，对方的说法是“既不支持，也不反对”。
喜洋洋幼儿园的孩子大都是外村的，坦言办园是为赚钱的何小存说，为了生源，他还专门用一辆面包车当做校车，早上去接孩子，晚上再把孩子送回家。
同样无证的校车行驶在山间公路上，但同样没人管。
全县60多家幼儿园都无资质
针对佳佳幼儿园和喜洋洋幼儿园无证招生的情况，丘北县教育局副局长马跃昨日对新京报记者表示，教育局是知情的。
不仅如此，马跃称，整个丘北县有60多家已经上马招生的幼儿园也没有办证。
“民办教育有个筹设期，一般是一到三年。”马跃提到，按照2003年9月1日起实施的《中华人民共和国民办教育促进法》和云南省对于民办教育的相关规定，民办教育机构在筹设期内，政策并未明晰是否可招生。马称，源于此，教育主管部门也未对这些无证幼儿园进行取缔。
记者查询2012年10月1日起施行的《云南省民办教育条例》，其规定明确说明：未取得办学许可证，不得招生和开展任何形式的教育教学活动。
对此，马跃承认，这的确是最新的规定，“这个筹设期，我也不太好说。这些管理的体制还是理不太顺。”
马跃说，按照政策规定，丘北县的这60余所幼儿园在筹设期间确实不应该招生办学。
按照他的说法，如果严格按照政策规定，这些无证幼儿园都得关掉，那很多孩子就接受不到学前教育，“孩子有需求，家长有需求，这些无证幼儿园就这么存在了。”
万余适龄儿童需入园就学
平龙村民提到，几年前，孩子上小学前都是呆在家里或者在外面疯玩，丘北县是少数民族地区，很多孩子上小学前还只是说民族地区的方言，更不用说唱歌跳舞这些技能，与城里孩子差别明显。而正是为了缩小与城里孩子的差别，村民在收入不多的情况下，仍愿意送孩子去幼儿园。
一名家长说，孩子以前胆子小，到幼儿园一周后明显胆子变大了，放学后，还会跟老师说再见。
毒案发生后，平龙村两所幼儿园停办，近百名孩子呆在家里，无学可上。
马跃称，如果平龙村的孩子想去正规的幼儿园，需要到20公里开外的双龙营镇上，“那个幼儿园没校车，得家长长途接送。”
马跃称，目前全县有资质的幼儿园为28所，大都是2010年至2013年丘北县对于全县学前教育的三年规划中完成的。
而根据教育局提供的另外一组数据，目前，丘北县还有12322名适龄幼儿未能入园，还需大力发展公办幼儿园，继续支持鼓励民间资本投入办教育，并确保合法合规。
马跃说，这些年，财政对学前教育的投入增幅不大，教育主管部门也在想办法。
