【环球网报道?记者?朱马烈】据新加坡《联合早报》4月29日报道，日本军事专家推测，中国或会利用日本自卫队无法轻易用武的军事弱点，让中国解放军“伪装”成渔民登上钓鱼岛。日本当局要抓紧时间修改法律，让自卫队有更大的用武范围。
据日本《读卖新闻》报道，日本首相府属下的军事法律小组“安保法律建构委员会”将于下月提交一份日本自卫队法修改方案，其中，在消除不利于日本离岛防卫的课题上，要让日本自卫队享有更大的用武空间。
中日的岛屿主权纷争升温后，日本当局加倍关注的是离岛防卫，深感日本的防卫体制里存有军事“灰色地带”。现有的法律，只允许日本自卫队在两种情况下出动，一是讲明在受到外国军队攻击的“军事侵略”时；另一个情况称 “平时事态”，指的是当外国的公船入侵领海时，自卫队能在“行使治安”的名目下联合海上保安队出动。
《读卖新闻》报道引述日本军事智囊的看法，认为中国极有可能出动特殊部队，让他们“伪装”成渔民登岛进行支配。这个策略是认定自卫队无法对渔民动武，在军事“灰色地带”中进行支配。
日本当局要为灰色地带设防卫程序，让自卫队在还未受到武力攻击，但却觉察到“侵略行为”时发动对抗措施。它可能参考国际上的一些做法，先进行警告，而后以“射击”警告。
《读卖》在其报道中，高调指出安倍政府已获得美国方面保证，明确日美安保条约第5条适用于钓鱼岛。这次要放宽自卫队用武的范围，也是日本内部安保改革的一个重要环节，是为了加强军事抑制力。
