　　中国江苏网4月29日讯?昨天清晨，一幢建好25年的常熟居民楼在经历了墙体开裂、地基下沉、部分楼体坍塌之后，被当地政府拆除。扬子晚报记者了解到，为了安置涉及到的30户居民，常熟市委市政府及时启动民政临时救助方案，当天向每户居民发放救助金2000元。

　　出现裂缝到楼塌仅仅20天

　　4月8日：常熟市政府有关部门首次接到居民反映房屋出现裂缝，当即启动应急程序。

　　4月19日：江苏省建设工程质量检测中心“进驻”五星二区，发现房屋沉降速度“超常规”地快。

　　4月22日：常熟市政府官方微博“常熟发布”发布消息：房屋存在明显严重隐患，政府组织居民撤离。

　　4月27日：“常熟发布”发布消息：五星二区13幢房屋裂缝沉降急剧突变，当天下午，该房屋发生结构坍塌，现场无人员伤亡。

　　4月27日：“常熟发布”更新微博：五星二区13幢房屋承重结构严重破坏并出现坍塌，必须立即依法组织拆除。

　　4月28日：“常熟发布”发布通告：对常熟市五星二区13幢组织实施拆除，现场及周边区域范围内(以现场警戒线为准)为安全拆除控制区，控制区内人员全部撤离，水电气等临时予以切断。

　　坍塌前有居民在搬东西

　　常熟市五星新村二区位于常熟市中心，发生事故的是13幢居民楼，共5层，一共有30户居民居住。

　　昨天傍晚5点多，扬子晚报记者来到现场，现场停有一辆警车和一辆城管车，分别由民警和城管在值守。蓝色隔离栏外依然是警方拉起的警戒线。五星新村二区13幢房屋已经被拆除，留下满地废墟。

　　五星新村二区13幢附近的一幢居民楼的电控防盗门上，记者看到了五星社区居委会张贴的告知书和通知。告知书提醒五星二区10幢、14幢业主(居民)，因五星新村二区13幢存在安全隐患，请各位业主出行尽量靠墙边走。通知则提醒的是五星新村二区10幢的居民，4月28日下午5点左右天然气、电力正常供应。

　　回想起房屋坍塌前的场景，五星新村二区13幢106室居民顾女士依然心有余悸，她说，房屋坍塌前，她在家里搬东西，就听到耳边传来噼里啪啦的声响，于是赶紧跑到了屋外。

　　危险超奉化坍塌居民楼

　　昨天，常熟市住建局副局长薛志恒告诉记者，4月27日晚，根据江苏省建设工程质量检测中心监测情况的紧急通知，确认五星二区13幢住宅楼为D级危房，随时有危及公共安全的可能，建议整体拆除。此前因坍塌造成人员伤亡的浙江奉化的一幢居民楼，经鉴定整体安全性等级才只是C级。

　　据了解，江苏省建设工程质量检测中心在关于该住宅楼检测情况的紧急通知中指出：已影响该楼结构整体安全。”

　　当晚7点，五星二区13幢30户住户陆续接到拆除通知。

　　塌楼原因众说纷纭

　　对于楼房倒塌的原因，有居民说，房子是上世纪80年代末建造的，原先小区所在地是一片田地，地基松软，房屋质量可想而知。

　　受访的朱先生还觉得两年之前的老新村改造又是平改坡又是修路，朱先生说，其实这给房屋增加了很多重量。

　　还有居民认为，小区的房子经常转手，装修次数自然也多，有的人家连承重墙都已经敲掉了。

　　等鉴定结果再考虑安置

　　在采访现场，一名市民担忧道，“那幢楼里的人家以后怎么生活，现在还没听到有什么说法。”

　　五星三区一名居民表示，他听说有的住户家里红木家具都没来得及搬出去，房子就塌了，损失很大啊！“这些损失该怎么算？”

　　记者从五星小区所属的常熟市虞山镇了解到，从住户搬出危房开始，政府即对30户居民家庭每人每天发放100元的租房补贴。

　　昨日，随着房屋被拆除，当地政府又启动民政上的临时救助机制，向每户人家发放2000元救助金，这是暂时性的安置措施，接下来要等房屋鉴定结果出来，再考虑后续安置的办法。
