据香港《南华早报》网站4月28日报道，最高人民检察院反贪污贿赂总局负责人在日前的一次会议上说，不严惩行贿，腐败现象滋生蔓延势头就难以得到有效遏制。
《法制日报》简要报道了此次会议，称当局要求检察机关将来在调查腐败案件时要注意调查行贿者。
报道说，检察机关应该改变只集中精力调查腐败官员、忽略惩罚行贿者的思维模式。
报道说，对被判犯有行贿罪的人的惩罚措施将更加严厉。
北京大学廉政建设研究中心副主任庄德水表示，调查机关有时曾对行贿者相对从宽发落，希望他们可以协助确认受贿官员的身份。
庄德水说：“在腐败案件中，调查机关常常从审问行贿者中寻求突破，因此一旦行贿者同意协助当局，他们总会受到较轻的处罚。”“所以，实际上，行贿者常常再次犯下同样的罪行，因为他们了解到，他们可以不受重罚。”
