The?good?news?is?that?China?began?to?attach?great?importance?to?network?security.?National?Security?Committee?was?set?up,?network?security?and?information?Office?was?established,?XI?General?Secretary?recently?proposed?political,?economic,?social,?security?of?information,?11.?For?adapting?to?the?new?security?situation,?better?co-ordination,?consolidation?of?power?and?resources?to?effectively?improve?our?ability?to?network?security?level?creates?excellent?conditions.

Another?good?news?is?that?"capital?cyber?security?day"?was?established.?As?the?country′s?political,?economic?and?cultural?center,?as?China′s?mega-cities,?Beijing?faces?in?network?security?specific?security?threats,?but?can?play?a?special?role?in?network?security.?Beijing?took?the?lead?in?trial?and?demonstration?effects,?led?the?nation′s?cyber-security?work?well.

　　说起网络安全，恐怕不少人觉得那些“病毒”、“黑客”、“网络瘫痪”、“斯诺登”、“监听丑闻”之类的，都是新闻上的事，或者是国家的事，和自己一个普通民众没什么关系。甚至“身份泄露”、“网银被盗”之类的事情，也觉得离自己很遥远，不用担心。

　　事实上，由于突飞猛进的各种信息通信技术的广泛而深入的应用，如今网络安全问题已经和几乎所有传统安全问题相关联了。银行、证券、交通、电力、城市运行等，都离不开新一代信息通信技术，也都开始和网络安全问题相关。在今天的社会中，不论你是否开通网络银行、进行网络购物，不论你上不上网，甚至不论你是否听说过“网络”这个词，你都和网络安全有关，因为整个社会都开始架构和运行在新的信息通信技术之上了，而只要你生活在这个社会中，就无法避免安全问题影响到你的切身利益。

　　信息化的进程中，各种动机的网络攻击者也在不断设法利用信息化网络化的条件达到其目的。“白开心”们可能因为无目的的某种行为导致网络瘫痪从而影响你给家里的电表充值；“淘黑金”们可能直接修改交易系统中的数据导致你银行里的钱瞬间消失；“纯小偷”们可能正在通过你计算机上的摄像头窥探你家里的隐私；“大玩家”们可能瘫痪城市交通、供水或者金融系统引发混乱甚至灾难。

　　政府和民间的各种网络安全专业力量始终在努力保护我们的网络安全。但是面对各种新的安全威胁，网络安全保障依然面临很多严峻的挑战。如今迫切需要发挥各种力量，形成良好的配合，不断提升能力和水平。

　　一个好消息是我国开始高度重视网络安全。国家成立了安全工作委员会，成立了网络安全与信息化工作办公室，习总书记最近还提出了政治、经济、社会、信息等十一种安全的说法。这为我国适应新的安全形势，加强统筹，整合力量与资源，切实提升我国的网络安全能力水平创造了极好的条件。

　　另外一个好消息则是“首都网络安全日”的设立。作为我国的政治、经济、文化中心，作为我国的超大型城市，北京在网络安全中面临特殊的安全威胁，同时在网络安全保障中能够发挥特殊的作用。通过北京的率先尝试与示范效应，会很好地带动全国的网络安全工作。

　　不需要、也不可能让每个人都变成网络安全专家，但是每个人都需要提升自己在网络安全方面的基本常识，否则仅靠外力是无法保证你的安全的。因此，不论你从事行业，都希望你关注“首都网络安全日”的信息，因为网络安全问题关系到你的切身利益。
