广东雷州整治教师有偿补课?收回六所幼儿园办园许可
南方农村报讯?(记者黄进)?4月22日，南方农村报报道，广东雷州市委党校出租校舍供小学生补课，一批幼儿园周末和晚上也成补课场所。当天，雷州市便成立专门机构，部署查处整改工作。
4月22日，该市教育局成立雷州市中小学教师违规补课有偿家教治理工作领导小组，决定用一个月时间开展中小学教师违规补课有偿家教专项治理工作。
4月23日，雷州市召开各中小学校长参加的专项治理工作誓师大会。会议要求，校长为治理中小学在职教师违规补课有偿家教工作第一责任人，各校严格实行师德"一票否决制"，并引导学生和家长自觉拒绝参加有偿补课活动，有关部门及时受理群众举报，发现一起，查处一起，绝不姑息。
目前，雷州市党校与唐越忠已终止租赁合同，解散"博印教育"培训班。对媒体指出为教师提供违规补课场所的"城区实验启智幼儿园"、"文星幼儿园"、"童雅幼儿园"、"向阳幼儿园"、"人众人幼儿园"、"天河中心幼儿园"等6所幼儿园，收回办园许可证，待案件查清后再作处理。所涉案违规教师正在深入调查中。

南方农村报讯?(记者?黄进)?"有偿补课10年来一直都有，近5年到了疯狂的地步。"4月18日晚，谈起广东湛江雷州城区在校教师从事课外有偿辅导的情况，教学多年的雷州城区教师雷蓉如是描述。
2013年4月，雷州市委书记许顺在湛江市委全会作《2012年雷州市委书记述职述廉存在问题第一阶段整改落实情况》时称："仍然有个别教师违规组织学生补课，义务教育阶段变相收费多。"早在2008年底，湛江市纪委驻湛江市教育局纪检组就曾会同雷州市教育局纪检组，在雷州查处了一批教师有偿补课案件，6名教师受行政记过处分，9名教师被通报批评。2011年7月18日，有关部门通报了雷州市客路中学违规补课收费的情况，校长谢一奋被免职。
上级有禁令且多次查处，雷州在校教师课外有偿辅导为何依然普遍存在？教育主管部门是如何监管的？南方农村报记者实地走访，试图为这些问题寻找答案。
教师：补课可补家用
"为了补贴家用。"对于做课外有偿辅导的目的，雷州城区小学教师章又林说得很直白。章认为，城区生活成本高，工作繁重、工资低是教师课外有偿辅导的主要原因。
章又林说，他所在的班有80多人，他的工作量远比农村地区同年级教师的大，但工资与他们相差无几，甚至有些农村教师加上山区津贴，工资比城区老师还高。
另一方面，在城区生活的成本远高于农村。章又林每月都要还房贷2000多元，他的工资为3400多元。在这样的情况下，章又林便想通过课外有偿辅导，挣点钱补贴家用，"在雷州从事有偿课外辅导的在校老师中，与我情况类似的占了多数。"
但是，雷州市教育局一位负责人认为，章又林的这种想法不对。他坦承，雷州城区的学校确实存在大额班的情况，全市3348元的教师平均工资也不算高，但这些都不能成为有偿课外辅导的理由。"有偿课外辅导是违规的。我经常跟城区的老师说，你认为农村地区好，那你就到农村去教书吧。"该负责人说。
4月22日，南方农村报头版新闻《市委党校出租校舍，供小学生补课生意红火》披露了雷州城区有偿补课的情况，来自雷州的网友评论道："在雷州，补课太正常了，老师们就是为了赚钱，学校也一样。"
知情者黄勤说，小学生补课，补课费每人每月最少300元，一个补课班学生少则10多名，多则四五十。以平均30名学生计算，一个老师一个月的补课收入为9000元；一学年按8个月算，补课收入为72000元；除去水电房租等费用，一个老师一年赚五六万元不难——这一数据高于当地老师的工资水平。"有的老师招的学生多，收入更丰。"黄勤说。
雷州城区一公办学校管理者张炳表示，不可否认，有些老师课外有偿辅导是为了利益，但有部分老师也是为了提高学生的成绩，"这样，他所教班级的整体排名就会好。"
家长：补课一举两得
4月19日上午10时许，一位在雷州市委党校等待小孩的家长说，她很乐意送小孩参加老师的课外辅导，因为她比较忙，周末没时间照顾小孩；另外，课外辅导可以帮小孩提高成绩。
章又林说，有些家长很担心自己的小孩在学校不受重视，于是想尽办法跟老师套近乎，过去几年，有不少家长给老师送礼，雷州因此还流传的一段话——"第一排的(学生家长)送榴莲，第二排(学生家长)送花生油，第三排(学生家长)送苹果……"，这就是说，老师按家长送礼的多少来安排学生座位。
章又林说，现在家长送礼少了，于是把原来用于送礼的钱用来补课，"将自己小孩送到老师那里补课，既可以得到老师的重视，又可以让小孩学到一些东西，一举两得。"
4月18日晚，一位在雷州市委党校接小孩的家长证实了章又林的这种说法。她来自雷州市新城街道水店社区，有两个孙子在党校补课。她说，从家里到市委党校约5公里，接送不方便；另外，每个人每月要交450元，每年仅辅导费就要7200元，压力不小，"但不补课，又担心老师在学校刁难他们。"
官方：补课风不易刹"
我不希望老师在外面补课，钱是他们赚，有事情就找我们。"谈起老师课外有偿辅导的情况，张炳抱怨说。
张炳说，作为学校领导，他不赞成也不允许在校老师到校外从事有偿辅导。"时时讲，处处讲，我特别强调校外辅导的安全问题。"张炳说，除了开会强调，学校还组织人员调查，但是，一旦学生跟老师"合谋"，就会给查处增加难度。"有时候，我们跟着补课的学生去调查取证，但学生发现后，就不去补课了。"张炳说。
另外，有些家长邀请老师到家里给小孩补课，这也很难查处。"湛江纪委有领导私下里跟我说，我抓人家(做有偿辅导)，但我自己的子女也送给他们(老师)补课。"张炳说，湛江也抓很严，但不管怎么抓，一定有老师在外面补课。
"不容易刹住这种风气。"对于监管之难，雷州市教育局上述负责人也很头疼。他坚称，在雷州不存在公办学校老师在校外有偿补课的情况，但他不否认个别老师在外面补课。
该负责人认为，监管的最大困难是不好取证，特别是很难界定有偿还是无偿。"如果老师不承认收钱，家长又配合，这就很难界定。"该负责人说。
这位负责人说，对于民办学校教师有偿辅导的问题，更不好处理，"肯定不能补，但又不能免校长的职。"(文中雷蓉、黄勤、张炳均为化名)
广东雷州教师有偿家教普遍?市委党校出租校舍生意红火
南方农村报讯?(记者?黄进)?4月17日至21日，南方农村报记者走访广东湛江雷州市城区发现，小学教师课外有偿辅导学生的情况普遍存在。
尽管近年来，教育部、省教育厅多次下文，强调中小学校不得利用寒暑假和国家法定节假日组织学生到校上课或集体补课，更不得有偿上课、补课；尽管广东省教育厅等五部门于去年9月联合下发《2013年广东省规范教育收费治理教育乱收费工作的实施意见》，要求全省中小学教师自觉抵制有偿家教，不得到社会机构从事补课活动，并且明确，公办中小学教师向所教学生收取补课费的，要依据《教师法》给予行政处分或解聘。
党校出租不下十间教室在补课
4月19日，星期六。上午10时许，雷州市委党校内的大榕树下坐满了人，他们一边闲聊，一边等待在党校补课的小孩。
雷州市委党校一楼有间辅导学校"博印教育"。该学校负责人唐越忠说，"博印教育"去年开班，主要从事中小学生课外作业辅导，学校所用的教室是从雷州市委党校租来的，"共四间，每间每月租金1200元，年末一次性支付租金。"租来教室后，唐越忠将每间教室一分为二，隔成八个班。19日10：30分，在"博印教育"四(1)班的教室里，约20名学生正在上课。南方农村报记者打听后得知，上课的老师叫王英，是雷州一小的一名班主任，补课的学生都是她所在班的学生。
4月20日，唐越忠告诉南方农村报记者，"我是有证办学。我敢保证，在我们这里上课的没有在校老师。"但当记者告知4月19日晚有4名雷州一小的老师在"博印教育"的教室里补课，并出示暗访时拍摄的视频给唐越忠时，唐则称，可能是那些老师借了他的教室，他本人对此不知情，"我的教室随便借，不用钱，钥匙可以从保安那里拿。"雷州城区一知情老师雷蓉透露，五年前，唐越忠从雷州一小内退，然后租了雷州市委党校的部分教室，用于办辅导班。雷蓉说，唐越忠租来教室后，将其出租给雷州一小的老师，用于补课。"王英使用的教室也是从唐越忠处租来的，租金不清楚。"雷蓉说。
唐越忠核实后告诉南方农村报记者，4月19日，王英的确在"博印教育"四(1)班补过课。王英接受南方农村报记者采访时坦承，她当天补过课，但她否认收了钱。王英说，由于这个星期要进行智力测验，她弟弟的儿子、女儿，小叔的女儿要她辅导智力题，有些孩子听说后，也要求一起上课，所以，她就借用了"博印教育"的教室。"就一两天的事，根本没有收钱。"王英坚定地说。
当南方农村报记者告知有家长和学生反映她收取每生300元/月的补课费，甚至连补课所用的写字本都要收10元时，王英情绪略显激动，说："家长说的话你也相信？他们有些人想害我。"据南方农村报记者观察，4月19日全天，雷州市委党校共有不下10间教室在补课。其中，雷州一小二年级某班数学老师谭某当天上午在补数学课。
十多所幼儿园都在出租场地补课
"党校补课只是冰山一角。"雷蓉说，在雷州，假日补课地点除了雷州市委党校，城区的大部分幼儿园也是老师组织学生课后辅导的场地，"几乎每所幼儿园都有老师在补课。"为何选择幼儿园作为补课的场地，雷蓉还进行了分析：其一，幼儿园周末和晚上不用上课，教室空闲，还有现成的桌椅；其二，对幼儿园来说，教室租出去有额外的收入；其三，相对于民房来说，一些有资质的幼儿园的校舍安全性更好。
4月18、19两日，南方农村报记者走访了雷州市实验小学附近的向阳幼儿园、文星幼儿园、学前幼儿园、天河中心幼儿园、童雅幼儿园、人众人幼儿园、实验学校幼儿园、小博士幼儿园等，发现每所幼儿园都存在小学生补课的情况。
雷州城区一所小学的老师李琼霞坦承，她自己就在实验小学附近一所幼儿园补课，场地租金一个月几百元，"我跟老板关系好，所以便宜点。正常情况下，少则几百元，多则上千元。"李琼霞说，她带了两个班，共30多人，都是一些亲朋好友的孩子，成绩比较差。但李琼霞没有透露收费的情况。
小学老师章又林透露，他也开了补习班，主要辅导语文、数学、英语等，"有几名学生上课，都是我的学生。城区里，每所小学都存在不同程度的补课情况。"对于雷州城区各小学老师补课的情况，唐越忠认为很严重。"可以这么跟你说吧，在雷州，没有老师不补课。"唐越忠说。对于唐越忠的说法，当地一所小学的一位校领导表示，"有夸张的成分，但很多学校确实有补课现象。"至于补课的收费，一些学生和家长都证实，一般情况下，四、五、六年级每生每月450元，一、二、三年级300元。
老师动员，学生能不参与补课吗？
3月26日，网友"八卦男人"在广东人民政府政务论坛——南方网广东发展论坛发表题为"雷州市实验小学周末选择在附近幼儿园或者居民楼给学生收费补课"的网帖，反映雷州市实验小学附近的幼儿园存在大量补课的情况。网帖称，他们也许要避免检查吧，周末就选择在幼儿园或居民楼进行补课。
该网友称，小学周末补课，表面上学生或者家长自愿，但是，如果有学生不参加，可能他的座位会向后排靠拢，也可能有其方面的影响。
对于该网友反映的情况，李琼霞所在学校的一名中层领导坚称，他们学校不存在这种情况，"我们学校每个星期都会调一次座位。"但章又林坦承，他所在的学校有些老师的确会这么做。章又林说，要学生去补课的方法有很多，有的老师老实一点，告诉学生补课的消息后，就等学生自己报名；也有老师会打电话给家长，说小孩成绩不好，需要补课，"这样是不行的，会让家长很尴尬。"对于章又林的这一说法，当地一家长给予了证实。他告诉南方农村报记者，他儿子在城区一所小学读一年级，去年补了一个学期，今年没有去，一开学，班主任就打电话给他，"要小孩去补课，至少打过两次。"(文中王英、雷蓉、李琼霞、章又林均为化名)
