  中新网北京4月29日电?(记者?阚枫)中国社会科学院29日发布的经济蓝皮书《中国经济前景分析(2014年春季报告)》指出,中国工薪劳动者劳动报酬增长相对于GDP增长来说比较缓慢,工薪劳动者工资水平确实到了该涨的时候,?此外,与同等人力资本水平的其他人群比较,公务员工资处于较低水平。





  工资增速滞后于经济增长?非国有部门最需涨工资





  在当前收入分配问题的讨论中,工资是一个热点话题。中国工资水平到底怎么样?工资该不该涨?以及哪些人工资最应该涨?这些问题在29日发布的这本蓝皮书中有着详细的分析。





  这份报告由中国社会科学院经济学部、中国社会科学院数量经济与技术经济研究所和社科文献出版社共同发布,报告专设一章研究分析了当前中国工薪劳动者的工资水平。





  报告分别估算了中国全部工薪劳动者数量以及工薪报酬总额,间接地估算了工薪劳动者的工资水平。报告通过计算得出,从平均货币工资水平来看,中国全部雇员平均工资1985年为1120元,到2012年增长到34905元,共增长了25.85倍。而同一时期人均GDP则从857元增加到29991元,增加了31.1倍;雇员平均货币工资增长低于人均GDP增长将近14倍。所以,中国工薪劳动者劳动报酬增长相对于GDP增长来说比较缓慢。





  从城镇单位雇员工资水平看,报告称,自1978年以来,中国名义人均GDP快速增长,从381元增加到2012年的38420元,增加了约100倍;城镇单位职工名义平均工资则从1978年的615元增加到47593元,增加了76.4倍,工资增长的倍数比GDP增长的倍数少约23倍,“这意味着城镇单位职工的工资增长与GDP增长相比也是相对缓慢的。”





  报告总结分析中指出,中国工薪劳动者工资水平确实到了该涨的时候,而且越是低收入群体的工资越应该上涨;从部门看最需要涨工资的是非国有部门,从行业来看最需要涨工资的是竞争性行业。实现工资上涨的关键是健全市场条件下工资合理增长机制。





  垄断行业工资持续上升?公务员工资处于较低水平





  在分行业的具体分析中,报告指出,垄断行业依靠对资源的占有和行政特权,采取非市场化手段,获得超额利润。行业垄断对收入分配的影响越来越大,并且对收入差距产生了多重效应。





  报告举例,工资水平最高的5个行业中,2003年至2012年,金融业和采矿业的工资水平呈现上升趋势,信息传输、软件和信息技术服务业,科学研究和技术服务业,电力热力燃气及水生产和供应业的工资水平呈现下降趋势。而工资最低的5个行业,建筑业,住宿和餐饮业,居民服务、修理和其他服务业自2003年以来工资水平一直呈现下降趋势,滞后于GDP增长速度。





  2014年全国两会期间,是否该给公务员涨工资的话题更是一石激起千层浪,引发全社会关注。针对备受关注的公务员工资水平,报告称,2012年公务员平均工资为46207元,公务员工资已经略低于城镇单位的平均工资水平。





  “与公务员人力资本水平类似的教育、卫生、文化、社会组织等行业中,公务员工资属于偏下水平。远远低于金融业、信息业,在国有单位中,也远远低于国有及国有控股企业,电力、热力、煤气及水的生产和供应业。”报告称。





  报告指出,据统计,公务员目前平均接受教育年数为13.4年,与这一水平接近的是电力、热力、燃气及水的生产和供应业(12.06年),信息传输、计算机服务和软件业(13.37年),金融业(13.86年),科学研究、技术服务和地质勘查业(14.18年),教育(14.32年),卫生、社会保障和社会福利业(13.37年),文化、体育和娱乐业(12.11年)。报告称,“总体来看,与同等人力资本水平的其他人群比较,公务员工资处于较低水平。”(完)
