中新网绵阳4月29日电?(记者?杨勇)29日，网友爆料称：近日绵阳市三台县新生镇德光办事处在清理院内杂物时发现大量霉烂的5·12地震救灾物资。随后，物资被两辆货车拉走不知去向。记者随即赶往现场进行采访了解。
“当天赶集，这件事情好多人都知道。当时来了很多人看，有些人还把能用得上的东西拿走了。”德光办事处的四合院办公区旁，在此已居住了3年多赵合林(音)大爷告诉记者，4月23日当天，在他租住的房间隔壁屋子里确实发现了一些5·12地震期间存放的物资，里面有矿泉水、方便面、面包、大米、农膜和衣服。
存放物资的三间房屋与赵大爷住的房间仅一墙之隔。大门紧锁的房间虽然已清理，但一股霉变的味道仍扑鼻而来。赵大爷说就是因为味道太大，所以才有村民向办事处反映。但对于具体有多少物资被放坏了，赵大爷称自己不清楚。
现场目击者德光六村五组的村民于绍安告诉记者，23日中午和晚上先后来了两辆斗斗车(小型农用机动车)，拖走了房间里的米、矿泉水等霉变物资。“仅袋装米就有一大堆。”
德光办事处地处四川三台县南部，原为三台县的一个乡，撤乡建镇后被划归为新生镇一个办事处，下辖6个行政村，地理位置偏远。对发现霉变救灾物资一事，新生镇党委书记赵亮表示确有其事，但事出有因。
赵亮称，事件涉及的方便面、面包、矿泉水等少量过期食品、衣物和12袋霉变大米分别各有来源。2008年7月中旬，德光党总支部在发放救灾物资过程中，发现有过期方便面2件、面包2件、矿泉水6件及10余件无法穿的破烂衣物。因安全原因，未向群众发放并将这些物资统一堆放在储藏室里。
原德光党总支部书记、现新生党总支部书记郭方平称，2009年1月，三台县委、县政府将元旦春节慰问物资发放到各乡镇。在运输途中突然下雨，德光党总支部堆放在拖拉机面上的大米被雨水淋湿。因等候其他物质一起发放，加之淋雨大米未保护处理，大米发生霉变。考虑食品安全因素，德光党总支部自己购买大米补充数量下发后，将12袋霉变大米堆放于储藏室内。
“在组织处理过期、变质救灾物资过程中，德光党总支部思想认识不够，对于过期、变质物资只要保管起来了，数量没有少就没有关系。没有考虑及时销毁处理过期、变质物资问题，导致过期、变质物资一直堆放在储藏室里。”赵亮向记者表示，目前这批过期、变质物资已按程序报批后，及时销毁处置。同时，经镇党委4月25日研究，对原德光党总支部书记、现新生党总支部书记郭方平作出停职处理。(完)
