港中大分校招生在即促内地名校改革

“我们会在五一前后发布家长比较关心的问题，就是全国招生名额与公布考试方案。”香港中文大学(下称“港中大”)深圳分校相关负责人昨日在接受《第一财经日报》记者采访时表示。
港中大(深圳)首任校长徐扬生院士将前往全国20多个重点省市与家长和考生进行面对面的交流，详细介绍今年招考方案，并对招生工作进行答疑。江浙沪、山东、湖北等重点省市的招生巡讲活动将于5月中旬前全部完成。目前，港中大(深圳)在各地的招生说明会已陆续开始。
“这当然是件好事，现在很多学生申请国外大学，而合作办学也是学生与家长比较喜欢的一种方式。”哈尔滨第三中学政教处赵主任对本报说。
《2012年高招调查报告》显示，2008年到2012年，全国高考人数下降140万，高考中“三放弃”现象日趋普遍，即放弃报名或考试、放弃志愿填报、放弃报到。
尽管有人口“负增长”的原因，但放弃高考的原因中，“出国热”成为“特色”。以哈尔滨第三中学为例，近几年，每年出国读书的学生占到了10%。
“学生交费上学，已经成为购买教育服务的市场主体，但高校的管理思想和管理模式并没有根本改变，学生自主选择的自由度并不大。”某国际学校国际部负责人表示。
留学热使得诸多国外知名大学向国内高考生抛出“绣球”。2012年，就曾有300多所美国学校委托在内地招生联考。
教育界诸多学者认为，与国外知名大学合作办学，才是提高教育国际化水平的途径之一，分校模式对我国教改有一定的推动作用。
中外合作办学模式在我国已有10多年的发展。到2013年，全国经过审批的中外合作办学机构和项目共计1900多个。近2000个项目中，由教育部审批和复核通过的900多个，由省级人民政府和教育行政部门审批并报教育部备案的超过1000个。
《国家中长期教育改革和发展规划纲要(2010~2020年)》提出要办好若干示范性中外合作学校，更是掀起了中外合作办学的小热潮。
也有学者认为，合作办学是与内地高校嫁接，这除了能够新增一所学校给学生多个选择之外，?对我国教改的推动作用不大，合作办学还是要按照母体校的办学制度、课程设置、人才培养模式办。
2004年，中国教育部批准设立中国第一所中外合作大学宁波诺丁汉大学。该校实行全英文教学。教材及课程设置、师资、教学资源、教学质量保障体系、校园管理条例均采用英制。
除此之外，昆山杜克大学、上海纽约大学也已在内地招生。
港中大(深圳)采用港中大的管理方法和学术评估体系，教学模式和学生管理方法(包括书院制)与港中大一致。
《第一财经日报》记者了解到，这种分校模式对国内知名重点大学也带来“压力”。
北京一所名校招生的“竞争对手”中，港中大居于首位(内地招生名额在几十位)，而港中大(深圳)拟招生300名，无疑让竞争更为激烈。
教育界人士认为，这是必然趋势，“逼迫”内地大学将反思更多体现在“实质性的改革”中。
