在昨天的广州市政府领导新闻发布会上，副市长王东共回答了网友和记者10个问题。他直接回应了网友和市民热议的广州小学天价“赞助费”、小升初取消考试如何确保公平、广州火车站升级改造等热点问题。
不少网友向王东提问广州小学天价“赞助费”账单问题。王东开门见山地回应道：“捐资助学费的问题，我们初步的想法是公开透明。不光是广州，实际上各个城市都存在和学位、升学挂钩的捐资助学费，但这是不允许的。”他透露，网上热炒的广州小学赞助费最高17万元，他摸了一下底，“各个区不同，最多是7万元。”
赞助费不能抵教育经费
王东表示，目前广州在赞助费管理方面很规范，都是区财政严格管理，收支两条线，财政收了之后也不是都给学校，学校需要多少钱要由财政划拨。
“网上说最高17万元，是不是存在除了交给财政的钱之外，还有其他渠道的一些中介费？我认为这些是绝对不允许的。大家不要听信有些人说你交多少钱，我就能帮你搞定类似的话，应该多举报。”王东回应。
媒体继续追问这个钱怎么用？王东表示目前正在研究，“绝对不能抵充教育经费，政府拿这个钱来抵教育经费是违反义务教育法的。”他建议把这些钱用到那些不择校的学校，帮助它们提升水平。
还有网友建议公布择校生的名单，王东表示要慎重，“我不是说不要公平，这个问题涉及孩子的心理健康问题。不管这个学校的孩子是通过什么渠道进来的，不要让孩子感受到跟别人有什么不同。”
10%的老师将在区内流动
虽然广州取消小升初考试已成定局，但取消考试后的招录办法尚没有出台，不少家长仍然担心“拼考试”变“拼爹”。针对记者的提问，王东表示，取消小升初考试的初衷是“让所有的孩子无需通过竞争的方式就可以在义务教育阶段得到很好的教育”，为此，广州从今年开始，将由各个区根据教学的需要统筹调配教师，使10%左右的教师先实行区内流动。
同时，实行卓越校长计划，“校长是不是也可以多一些交流，名校长应该有本事通过几年的办学，将不好的学校变成好学校。”王东说。
北站至机场暂不建轻轨
现场有媒体提问空港经济区作为粤港澳自贸区的重要组成部分，已经做了哪些工作？未来有哪些规划？
王东介绍说：“白云机场综保区一期4月17日正式通过了国家的综合验收，再经过两三个月的准备，应该可以封关运行。目前正在开展二期的征地和建设工作，争取在最短时间，将7.385平方公里全部围起来，进行封关运行，这是适应粤港澳自贸区发展的需要。”
此外，北站与白云机场之间的快速通道问题一直受到关注，根据空港经济区总体规划，二者之间将有多种方式可以连通，其一将建不停站的直连轻轨，只需要11分钟就可到达；走地铁9号线需要20分钟；通过穗莞深城际、广清城际和广佛环线连接则需要8分钟。这一规划现在有无改变？王东表示，原本计划在北站和机场间先建一条直通穿梭轻轨，这样时间就最短，但现在三条城轨都能起到这个功能。所以从现在研究的情况来看，暂时不再修建专用铁轨。
科研经费增速低于全省
上次发布会上，王东曾提到广州将改革科研经费发放和使用的办法。本次发布会上，王东指出，广州科技工作最需要迎头赶上的就是企业创新能力。“全社会的科研经费占GDP的比重，广州一直不高，而且增速低于全国全省的平均水平，这是一个很值得担忧的情况。”
“这说明什么问题呢？你比人家落后，增速又比人家慢，猴年马月能够赶上人家啊？差距会越来越大。”王东忧心地说。他还指出，科技成果的转化不是太理想。“创新环境不太理想，首先我们要找到问题所在，然后再来抓住重点。”
6000万文保资金已到位
根据去年5月1日实施的《广州市文物保护规定》，政府将拿出6000万元文物保护专项资金(每个区负担500万元)，其中2100万元用于文物修缮。但据本地媒体报道，直到去年10月份仍没有一个区落实这笔资金。在昨天的发布会上，王东回应道，资金已经到位，但这笔钱怎么用最快要下个月才能定。
“市文化局正在按照相关的规定，编制广州市文物保护专项资金的管理办法，具体怎么申请、怎么评、怎么给，还是要严格规范。如5月份定下来，就发布执行。”王东说。
