阅读提示|昨日，一群身着作战服装、手持微型冲锋枪、乘黑色冲锋车的特殊警察出现在郑州街头。他们是郑州警方借鉴香港“PTU”(机动部队)工作模式成立的特警机动分队。今后，他们将驾驶冲锋车与武警、巡警等警力一起，对市区进行常态化24小时武装巡逻，处置各类涉爆、涉恐等任务，在发生暴力恐怖、个人极端暴力等事件时，保证在5分钟内赶到现场处置。

昨日上午9时许，郑州市公安局特警支队院内，5辆标有“特警”字样的黑色冲锋车一字排开，车上的特警队员荷枪实弹，整装待发。
在巡逻车上，大河报记者看到随车配备有警棍、防暴盾牌、防暴头盔、防弹衣、防弹盾牌、阻车钉、反光锥、高清行车记录仪、金属探测仪、防暴控制器等多种武器装备，而特警队员的身上则携带了伸缩警棍、催泪喷射器、手铐、强光手电、急救包等装备，且每个巡逻小组配有92式手枪、防暴枪、79式微冲等武器。
上午11时许，5辆黑色冲锋车中的一辆停在了郑州市太康路上的百货大楼门前，车上警灯闪烁，4名全副武装的特警队员，列队走在大街上，威风凛凛，引人注目。
“只要看到身边有巡逻民警，我这心里就很踏实。”过往群众纷纷表示，更有几名学生拿出手机拍下正在巡逻的帅气特警。

“每台机动巡逻车就是一个武装行动小组，具有非常强的机动性和动中备勤能力，发生突发事件5分钟之内就能赶到现场处置。”郑州市公安局特警支队相关负责人称，在郑州警方3月份开展的新型警务巡防模式下，郑州特警结合郑州实际，借鉴香港PTU工作模式，成立了特警机动分队，和武警、交管巡防等警力在全市范围内开展了机械化和徒步武装巡逻。
“出现重大警情，每个机动小组根据事态的发展程度和升级状况，在赶赴现场途中、到达现场之后、处理处置过程之中，不断对事态进行风险评估，呼叫周边的行动小组前来支援，并与赶来的行动小组，协作配合形成增强版的反暴恐行动小组，直至事态得到妥善处置。”该负责人介绍，此次特警支队在全市范围划分东南西北中5区，对应组建5支特警机动分队，每个机动分队有4名特警队员，全部全副武装、荷枪实弹，在指定区域开展武装巡逻、设卡盘查，主要负责各类涉暴、涉恐等重大突发警情的先期处置，为其他警种处置紧急、危险的警务工作提供警力支援，同时接受紧急情况下的群众报警。
此外，记者从郑州警方获悉，为进一步强化武装巡逻的机动性和快速反应能力，目前郑州特警已最新配置30辆特警机动分队巡逻车。

[效果]不到俩月，暴力犯罪明显下降
今年3月初，郑州市公安局巡逻防控体系全面升级，所有一线特警、巡警、武警开始佩枪巡逻执勤，在全市范围内最大限度地屯警街面。如今，将近两个月过去了，效果如何？
据郑州警方相关负责人介绍，警方在全市范围内实现了三级覆盖，构建起三级防控网络：第一级为全市111个交管巡防巡逻警组，每警组携带枪支弹药负责日常接处警及重点目标的巡查巡视，接警后保证在5分钟内到达现场；第二级是特警支队协助全市30个派出所组建的30个武装巡逻队，主要负责在各个辖区内的重点路段和重要部位开展武装震慑巡逻；第三级是特警支队组建的武装巡逻队和武警支队组建武装巡逻队，携带武器装备主要负责在全市出入市口、核心要害部位开展武装震慑巡逻。
随着省会警方新型警务巡逻模式的加强，三、四月份全市刑事类警情同比下降7.5%，其中街面暴力刑事犯罪同比下降15%，“双抢”案件同比下降20%，4月份较3月份“双抢”案件下降45%。

记者了解到，在郑州警方的全时空武装巡逻防控网络中，市内所有派出所及分(县、市)局也均在正常的巡逻警力外，各成立了1个武装巡逻队，装备1辆SUV警用巡逻车，配有1名特警队员、3名派出所民警，全副武装的24小时在本辖区开展武装巡逻。巡逻线路均围绕商场、会堂、医院、学校、通信枢纽、车站码头、地铁、机场、易燃易爆部位、人员密集、公众集聚区等区域。巡组一般采取三班两运转的模式运行，每小时前10分钟在巡区重点部位周边、重要道路交叉口跨立待警或盘问检查可疑人员和车辆，后50分钟乘车机动巡逻。线索提供田菲王洪岩韩冰
名词解释
什么是“PTU”？
PTU，即香港警察机动部队(POLICETACTICALUNIT)的简称。此部队以连为单位，定期由不同部门的警员抽调入营受训，结训后派往不同的总警区，完成PTU任务后，连队解散，成员再分往不同部门。
平时PTU会按连队指挥在街上巡逻，一般4人一组。值得一提的是，平时大家在香港警匪电影中经常看到的飞虎队，在编制上是PTU的一部分，即特别任务连(SpecialDutiesUnit，简称SDU)。

郑州警方教育训练处副处长周晓峰说，为了确保枪支使用安全，警方对所有参加佩枪武装巡逻的民警进行了严格的岗前培训，培训内容包括“枪支的佩戴”、“使用时机”、“使用规范”、“射击战术”等诸多内容，使民警熟练掌握了枪支的性能和操作规范。此外，警方还在新出台的《郑州市公安局民警佩枪巡逻工作规范》中，对于枪支和警械的使用时机、使用范围进行了严格要求和明确规定。
哪些情况下民警可以使用枪械？周晓峰表示，对于街头发生的暴力恐怖性袭击等危及群众生命安全的情况，武装巡逻民警可用枪支制服犯罪分子，保护群众的生命安全。
枪支如何管理
领枪要经4人手，用枪要写书面报告
那么，民警在巡逻前如何领取枪支？用完后，该怎么归还？警方相关负责人昨日对此专门进行了解答。
“目前，警方对枪支的管理是极为严格的，一旦枪出现问题，将对相关负责人一票否决。”郑州市公安局特警支队相关负责人介绍，目前郑州市公安局枪支弹药管理使用规定，对枪支的审批、领用、归还都作了详尽的规定。其中，枪支弹药的管理要求必须是“三铁一器”，即铁门、铁窗、铁柜和报警器，同时对枪械库进行24小时监控，安装360度整体红外线报警装置。
“要想领到枪，至少要有4个人对枪支经过手。”该负责人表示，枪库人员实行“双锁”制度，枪弹库、专用武器柜的库门、柜门必须安装双锁，钥匙分别由两人掌管(每人掌管一把锁的钥匙)，取用枪弹必须两人同时到场。领枪时也需要两个人同时到场，先填写用枪领用审批表，填写所领枪支的型号、数量、子弹数量，再由主管领导审批。以特警支队为例：先由当天值班领导签字，逐级再由大队、中队领导签字审批。领取时，现场要验枪，查看枪内是否遗留有子弹，枪支弹药领出去后，每天不管使用时间长短，要每24小时向单位报告一次枪弹所在的位置，归还时，同样也要向领导报告。一旦使用子弹，当事民警必须写出书面报告，说明用途。

放火、决水、爆炸等严重危害公共安全的；劫持航空器、船舰、火车、机动车或者驾驶车、船等机动交通工具，故意危害公共安全的；抢夺、抢劫枪支弹药、爆炸、剧毒等危险物品，严重危害公共安全的；使用枪支、爆炸、剧毒等危险物品实施犯罪或者以使用枪支、爆炸、剧毒等危险物品相威胁实施犯罪的；破坏军事、通讯、交通、能源、防险等重要设施，足以对公共安全造成严重、紧迫危险的；实施凶杀、劫持人质等暴力行为，危及公民生命安全的；国家规定的警卫、守卫、警戒的对象和目标受到暴力袭击、破坏或者有受到暴力袭击、破坏的紧迫危险的；结伙抢劫或者持械抢劫公私财物的；聚众械斗、暴乱等严重破坏社会治安秩序，用其他方法不能制止的；以暴力方法抗拒或者阻碍人民警察依法履行职责或者暴力袭击人民警察，危及人民警察生命安全的；在押人犯、罪犯聚众骚乱、暴乱、行凶或者脱逃的；劫夺在押人犯、罪犯的；实施放火、决水、爆炸、凶杀、抢劫或者其他严重暴力犯罪行为后拒捕、逃跑的；犯罪分子携带枪支、爆炸、剧毒等危险物品拒捕、逃跑的；法律、行政法规规定可以使用武器的其他情形。
