连房子都没有，竟然还会欠电费。在苏州市吴中区光福镇冲山村，部分居民就遇到了这样一桩“蹊跷”事。原来，2008年，为解决渔民上岸定居，光福镇冲山村为当地渔民建了150套安置房。结果，这些安置房建好后，有30多套被人违规出售，而真正需要安置的渔民却至今还未拿到安置房。尽管原冲山村党支书已被免职处理，但那些被违规出售的安置房如何处理，还没有个说法。

渔民安置房安置成“糊涂账”
吴中区光福镇冲山村村民向扬子晚报记者爆料，2008年，为解决当地渔民上岸定居问题，光福镇冲山村建渔民安置房150户。其中，连体房102户，单体房16户，多层公寓及阁楼20户，平房12户。到2009年底，安置102户，出租33户。其中包括连体房97户，单体房16户，多层公寓16户，平房12户。
爆料人称，根据有关规定，这批安置房只有光福镇的渔民们才有资格申请并入住。但5年后的今天，冲山村很多渔民依然没有得到安置，而当初的那批安置房并没有完全安置渔民，而是有很多被村干部或其他人违规买下。“150套安置房到底安置了多少渔民，至今仍没有完全公开！而且对于这150套安置房，大队也没有完全公开户主信息。”
随后，爆料人还拿出2010年吴中区政府和苏州市人民政府的信访事项复核意见书(下简称意见书)。扬子晚报记者看到，意见书显示：经核实，在渔民安置过程中，确有少数村干部和本镇范围内的居民违规安置，有6户。光福镇党委已作出纠错决定，责令违规安置户限期退房，目前，原党总支书董新华和副书记罗红已退房，另有4户正办理清退手续。再经查明，原冲山村领导在建造渔民安置房过程中，为尽快收回投入，以村集体名义对外出租33户，并收取了租金。

安置房临近太湖，外来户买房备养老
安置房不远处，很多渔民还住危旧房
在爆料人的指点下，扬子晚报记者赶到光福镇冲山村。记者在现场看到，安置房紧邻光福镇太湖边，环境十分优美。整个安置房区很高档，3层高单门独户的单体房，每户都有一个院子，很多房子里已经有人入住。
记者发现，除了原党总支书记董新华所退的房子目前无人居住外，还有个别房子也是空的。其中，在一幢连体房的大门上还赫然贴着“此房出售”四个大字。当地居民向扬子晚报记者反映，曾经有一个上海老板买下其中的一套房子，也有很多不符合规定的人买下房子，以备养老之需。
在现场，扬子晚报记者看到，与这些比较“高档”的安置房相比，距离安置房不远的渔民居住区则显得有点“寒酸”——很多渔民住的房子都是危房、旧房。而当地居民告诉扬子晚报记者，还有不少渔民没有房子住，现在依然住在船上。
在湖荣村秦女士家，扬子晚报记者看到，这个大约有40平左右的房子很简陋。秦女士很无奈地说，家里墙上好多裂痕，一到下雨天，房子到处都漏雨。
对于村里专门为渔民建设的安置房，秦女士一脸气愤地说，他们都不知道有安置房这件事，家里两个孩子都大了，儿子和女儿睡一间房根本不方便。随后，秦女士又无奈地摇摇头说：“当时安置房只要十几万就能拿到，现在要三十几万才能从别人那买到，而且已经根本买不到了。”
一位王姓渔民告诉记者，有一次，村里的电工曾经通知他，说他家欠电费了。“当时我很莫名其妙，我没有房子，一直住在渔船上，怎么会欠电费？”后来他一想，应该是当初申请的安置房的名额被卖了，“要是当时电工告诉我欠电费的时候，我去交一下电费就好了，那样就能知道是哪一户占用了我的名额！”
外来户托人65万买房，如今95万出售
宅地证暂无着落，只有70年租约
扬子晚报记者假装买房人，拨通了“此房出售”的联系电话。接电话的梁女士介绍：“房子有320多平，卖95万，房子已经买了4年左右。”
记者和梁女士约好看房。来到现场，记者提出看看宅地证，梁女士表示，宅地证在村里，到底有没有下来，她也不清楚，但有和村里签好的70年租约。随后，梁女士简单介绍了房子的情况，这批安置房价格从16.8万到65万不等，而她的这栋公寓当时是托村干部以65万买下来的。
当记者提出没有房产证宅地证，买房会不会有风险时，梁女士很不耐烦地说：“隔壁是上海人，附近还有几户是外地人，要有问题人家也不会买。房子和农民的房子一样，不会有问题的。”
法律界人士告诉记者，《合同法》只保护租赁期在20年之内的租赁合同，70年的租约不具有法律效应。

违规干部怎么处理
涉事村支书已被免职
对于渔民们反映的问题，冲山村村主任吴越崎表示，他是去年11月才上任的。“前任书记董新华违规事件当时造成了很大反响，区纪委调查后，目前董新华已被免职。”
但记者从光福镇提供的一份《关于董新华同志党内警告处分的决定》中看到：董新华于2003年—2009年12月任光福镇冲山村党总支书记，现为光福镇民政办办事员。其被处理并非因为售卖安置房。而是因为在建设渔改房二期、三期工程时，未进行公开招标，存在规避公开招标的情况，而被“给予党内警告处分”。
没房渔民为何欠费
村里用他们名装电表
说起渔民接到催缴电费电话才知安置房被出售的事，吴越崎苦笑，“我也接过电费通知的！但我知道，我是没有安置房的。是村里为了安装电表，临时借用了名额。”
对于村委为何将渔民的安置房出售一事，吴越崎表示，是当时部分渔民由于经济困难等原因没买下安置房。“2006年的时候，一套公寓房要八九万元，连体房最便宜也要16.8万，如此价位对普通渔民来说没法承受。现在渔民有了一定积蓄，或是孩子也大了，就又想要安置房了。”
未安置的渔民咋办
申请批块地搞自建房
冲山村现任村支书顾菊仁介绍，2005年光福镇实施渔民上岸安置房计划，先后建了150套安置房。由于很多渔民没买，为回笼资金，大约有30套被出售。2011年的统计，冲山村还有108户渔民未安置，为此村里规划在安置房旁用30亩地，让渔民自己建房。“前期审批工作政府一直在做。”
但渔民们似乎对那30套被村里违规出售的安置房更钟情。他们表示，这些本该属于他们的安置房，不能因为将前任村书记免职调离就不了了之。
