数千大庆油田职工聚集?抗议改变子女包分配制度|大庆油田职工|中石油|包分配_新闻资讯

  近日,数千名大庆油田职工及其亲属到大庆油田公司门前聚集,抗议公司改变职工大学毕业子女包分配制度。在当前“最难就业季”看到有人强烈要求“包分配”,是不是让人觉得时间又倒流到了30年前?





  中石油是国企中的“大鳄”。1999年组建,2000年在纽约上市,是全球最大的石油公司之一。公司之牛,令它旗下的大庆油田可以包揽职工子女大学毕业后的就业。





  在1990年代末期,中石油曾随着国企改制浪潮进行过一次减员增效,即通过买断工龄让部分职工下岗。这次改革后,中石油轻装上阵,又赶上了国际油价上涨,很快便由效益低下的老大国企变成“最赚钱公司”。可是中石油日子刚一好过,冗员低效的国企病就又犯了,刚“减员”没几年人员数量和成本就开始双升。在上面的图表中我们可以看到,随着公司利润增长的徘徊,人员薪酬却稳步上升,慢慢地在吞掉利润。





  当然中石油多多少少也感受到了压力,中石油集团原总会计师王国晖曾坦言“员工薪酬支出快速攀升,已经成为一个十分重要问题,引起投资者的高度关注”。





  所以中石油管理层已屡次喊出“减员”。而据大庆油田职工介绍,“国家有关部门出于对中石油的企业性质和利润考虑,要求中石油用工数量要从之前的180万降至140万,但每年的用工递减还不能达到这一要求”,而另一方面,“大庆油田可能是中石油旗下唯一的一个还在采取内部消化方式解决员工子女毕业生就业问题的子公司,因此政策无法再像以往一样无差别地解决子女就业问题,这才有了招聘方式的改变”。





  中石油已经是上市企业,股东遍布全球,而上市企业包办员工子女就业,大概是中国国企才有的奇景。





  以石油业的标杆企业埃克森美孚为例,这家石油巨头以“成本控制”和“为股东负责”闻名,而“成本控制”正是其“为股东负责”的原因。埃克森美孚控制成本的一项成就即是人员数量少,估算不到中石油的1/10。





  那么这次被大庆油田职工抗议的招聘方式相比以往发生了哪些变化呢?往年,只要油田职工子女大学毕业,基本就可以进油田公司工作;而今年,二本非油田主干专业毕业生、三本毕业生不能直接包分配,而是委托大庆技师学院对这部分毕业生进行为期一年的培训后,择优录用,同时对英语四六级成绩也提出要求。





  然而这次的油田抗议职工的说法是:“那些上三本的孩子很多都是学习不怎么好的,很多家长花几万块钱给孩子培训上大学,目的就是以后有个稳定工作,结果这边不招工了。……中国人口这么多,推向市场根本找不到工作,这是现实问题。……大庆石油属于央企,我们只能去北京和中石油总公司和国资委讨说法。”





  在当前,绝大多数大学生都要走入市场面对激烈的就业竞争,另外一些大学生却为仅仅是有些缩水的“包分配”不依不饶,两相对比,不公平显而易见。





  另外多说一句,在中石油年报上看到,集团在册正式职工544083人,临时工319741人,薪酬一年共1164.22亿元,人均年薪13.48万元,这是包括临时工在内的平均工资呢。
