一份垃圾短信报告显示，2013年，中国手机用户收到的垃圾短信超过2000亿条，而“伪基站”则是这些垃圾短信的重要推手。
组装简易，配件可以网购获取
近日，江西省南昌市公安局成功破获了一个非法组装、销售“伪基站”设备并利用“伪基站”设备非法发送广告短信的犯罪团伙，缴获大量“伪基站”设备成品、半成品以及部分组装“伪基站”的零配件。
“‘伪基站’所需要的零部件基本通过网上购买，也并不难买。”犯罪嫌疑人杨某说。
对此，南昌市公安局刑警支队副支队长李秋华坦言，目前无法做到杜绝“伪基站”零部件在网上的买卖。
此外，办案民警介绍，“伪基站”在组装技术上已经相当成熟，许多犯罪分子凭借他人提供的“说明书”就可以短时间掌握组装要领。
变静为动，“伪基站”开始流动作案
据广东广州警方介绍，今年以来，截至4月18日，广州市共侦破涉“伪基站”刑事案件37起，抓获犯罪嫌疑人106人，缴获设备70套、涉案车辆29台。
记者在中国移动方面提供的一组受“伪基站”影响的数据图上看到，1月15日最高峰时，广州共有853个小区、近75万名移动客户受影响。
据介绍，以往使用“伪基站”发送违法短信的不法分子都会租用一些固定的场所，但为了逃避警方打击，他们开始将“伪基站”放置车内，驾车在路上缓慢行驶，或者将车停放在人流密集场所。
在违法行为发生变化的情况下，广州警方与运营商和技术厂商联手，组织社区民警走访搜集手机及短信异常情况，严查固定式“伪基站”，同时对街面上的“垃圾短信车”进行流动监测和查处。
设钓鱼网站，诈骗短信真假难辨
日前，山东省烟台市公安局芝罘分局成功侦破一起特大“伪基站”生产、销售案，抓获犯罪嫌疑人12名，缴获“伪基站”成品41部和各种器件500余台(套)，涉案总价值达2000余万元。
据受害者张女士介绍，去年年底，她的手机接到一条短信，提示她口令卡即将过期，需要登陆银行网站进行升级。
“我基本上每天都要用网银转账汇款，怕耽误事就立即点击了短信中的链接，然后按照操作输入了用户名和密码登陆。”直到一分钟后，另一条落款为中国银行的短信提示惊醒了张女士。
短信显示，她的卡内余额已经被转走了34567.89元。
记者仔细对比发现，正常的短信开头是“尊敬的张某”，落款为“中国银行”，而诈骗短信的开头则为“尊敬的用户”，落款为95566。“不仔细看，这些细小的差别根本不易被人察觉。”办案人员说。
