舟山港涉未批先建擅扩规模:批30万吨实建40万吨|舟山港|未批先建|擅扩规模_新闻资讯

  在经历了三年的备战之后,作为中国第一港“宁波—舟山港”的重要组成部分,舟山港股份有限公司(下称“舟山港”)登陆A股市场进入快车道。    





  日前舟山港在中国证监会网站公布了招股说明书,公司拟在上海证券交易所上市,计划将本次发行所募集资金扣除发行费用后,5.22亿元投资于宁波-舟山港衢山港区鼠浪湖岛矿石中转码头工程(下称“鼠浪湖岛工程”),剩下的0.92亿元用于补充流动资金。





  《经济参考报》记者在采访中发现,鼠浪湖岛工程在2012年7月23日获国家发改委正式核准,但在2009年前期工程就已正式实施,涉嫌未批先建。而且,舟山港还擅改核准规模,将批复的30万吨级码头升级成了40万吨级码头。记者就此事联系交通运输部新闻处以及舟山港办公室相关人士,截至发稿尚未得到回复。





  根据招股说明书,鼠浪湖岛工程位于舟山港综合保税区中的衢山分区,是全国最大的散货中转基地之一。该工程在2012年获得了发改委核准、国土资源部用地批复以及环保部环评批复。





  按照《港口建设管理规定》,港口建设应当按照国家规定的建设程序和有关规定进行。而企业投资的港口建设项目在获得核准后,建设单位才可根据核准的项目申请报告委托具有相关资质的设计单位编制初步设计文件,而初步设计批准后才可编制施工图设计文件,之后再根据批准的施工图设计组织项目监理、施工招标,并根据国家有关规定进行施工前准备工作,并向港口行政管理部门办理开工备案手续。





  但记者发现,鼠浪湖岛工程的前期工程早在2009年12月8日就已正式开工建设,其中包括水上工程和陆上工程两部分,水上工程又分为陆域形成、围堤工程等。消息人士表示,在国家发改委核准项目之前,鼠浪湖岛村民整体搬迁工作、安置新村建设以及海堤建设、开山爆破、砂桩吹填砂、炸礁清礁工程等项目工作都已展开。





  尤需注意的是,原本批复的30万吨级码头最后却升级成了40万吨级码头。根据国家发改委的核准文件,鼠浪湖岛工程项目计划总投资49.1亿元,建设内容包括新建2个30万吨级铁矿石卸船泊位(水工结构按靠泊40万吨散货船设计),码头长835米;1个10万吨级和2个5万吨级装船泊位,码头长870米;1座工作船码头及其他相应配套设施。用地面积119.9公顷,使用岸线1705米。





  然而,舟山港在招股说明书中却表示,鼠浪湖岛工程建成后可以停靠30万吨兼靠40万吨大型散货船舶。目前预定于2014年年底第一个30万吨级卸船泊位位(兼靠40万吨矿石船)及5万吨级、10万吨级装船完工并开始试运行。





  该工程建设方舟山市衢黄港口开发建设有限公司的项目负责人曾在接受媒体采访时表示,鼠浪湖岛将建成41万吨级超大型矿石中转码头,可满足41万吨和15万吨级矿石船同时靠泊作业的要求,形成一座年矿石吞吐量达5000万吨的全国最大海上矿石中转物流基地。而作为直接服务于衢山港区蛇移门作业区和鼠浪湖作业区的公共航道,宁波—舟山港蛇移门40万吨级航道工程也于2013年12月30日正式开工建设。





  “批准水工结构按靠泊40万吨散货船的标准来建,只是给码头预留提升空间,指的是设计冗余,并非意味着航道、泊位等都变成40万吨级,如果是那样的话就直接核准为40万吨级散货码头了。”有业内人士如此解释道。





  中国船东协会副会长张守国也表示,在港口建设时预留一定的提升空间是普遍做法,但是我国目前没有能够停靠40万吨级散货船的航道和泊位,大型深水河运的建设都要有基本建设的审批程序,即使完成了基建部分,但如果没获得审批手续,也是违法的。





  “迄今为止,我国尚无建设35万吨级以上泊位的技术规范,政府部门也没有批准40万吨级泊位的建设项目,当前我国的港口还不具备安全接卸40万吨级超大型散货船的能力。”大连海事大学港口与航运研究所所长孙光圻教授说。





  对于建设30万吨级以上甚至40万吨级的超大型铁矿石接卸泊位,舟山港在招股说明书中称是为了能够适应铁矿石运输船舶大型化发展趋势。对此,上述几位专家表示,淡水河谷40万吨级大船来华靠泊一事恐一时难有定论,舟山港上马40万吨级码头项目存在一定的风险。
