“黄金水道”让“长三角”成为了我国经济增长的重要一极，如今，它又将迎来新的发展机遇，“依托黄金水道建设长江经济带”的战略部署呼之欲出。
把长江全流域打造成黄金水道，依托黄金水道建设长江经济带，让“长三角”、长江中游城市群和成渝经济区的产业和基础设施连接起来、要素流动起来、市场统一起来，将成为中国经济持续发展的重要支撑——

打造长江经济带要全面深化改革，实现“产业接起来、要素流起来、市场通起来”，关键是打破行政壁垒、地区分割
长江黄金水道在长江经济带建设中发挥着基础性作用，进一步改善长江航道条件，提升长江航道通过能力，应成为建设重点
长江经济带是新一届中央领导集体对于区域经济发展的重大布局之一。4月28日，李克强总理在重庆主持召开座谈会，研究依托黄金水道建设长江经济带，为中国经济持续发展提供重要支撑。“长江经济带”再次成为关注焦点。值得注意的是，长江经济带规划和建设已经进入实质性操作阶段，国家发改委已制定了相关规划，11个长江经济带覆盖省(市)已提出相关建议。市场更是闻风而动。4月28日，股市早盘长江经济带概念股表现抢眼，“重庆港九”盘中一度涨同“南京港”、“芜湖港”也有良好表现。
长江经济带建设将给长江流域建设带来新的发展机遇，将构建东、中、西联动发展的经济增长新格局，形成直接带动沿江地区的强大发展新动力。长江航运管理局局长唐冠军表示，从内河水运来看，长江是我国最发达，也是世界运量最大的通航河流；从经济发展来看，长江既是沿江地区产业布局和对外开放的重要依托，也是我国区域经济协调发展的战略纽带。武汉大学区域经济研究中心主任吴传清表示，国家启动长江经济带规划，将长江流域开发作为新的经济发展战略格局，将使得湖北、湖南、四川、重庆等沿江内陆省市找到强大的发展新动力。
“推动建设长江经济带，是带动东、中、西部协调发展的全局战略。不仅要用黄金水道串起长江经济带‘珍珠链’，还将通过黄金水道辐射长江经济带腹地，把‘珍珠链’串成一个个‘珍珠串’，真正形成‘以点连线、以线结网、以网撑面’的发展模式。”安徽省委党校经济学教授李本和表示。
随着整个长江经济带的推进，位于龙头的上海、龙咽的安徽、龙腹的湖北、龙尾的重庆等将享受到战略利好，以“长三角”城市群、皖江城市群、武汉经济圈、成渝经济区为带动，逐步实现由江域辐射到南北的梯度发展。比如，借助新型城镇化建设的战略机遇，湖北将在沿江布局制造业、服务业、高新产业、生态旅游业等，既发展经济改善民生，又保护环境提升品质。
长江黄金水道作为沿江经济发展的主通道和沿江综合运输体系的主骨架，在长江经济带建设中发挥着基础性作用。进一步改善长江航道条件，提升长江航道通过能力，成为长江黄金水道建设的重点。长江航道局局长熊学斌表示，将按照“深下游、畅中游、延上游、通支流”的建设思路，以系统整治为重点，全力推进航道建设。中游实施荆江航道整治工程，下游加快实现航道规划标准，努力使长江流域尽快形成干线与支流相沟通的航道网络系统。
但需要正视的是，目前长江经济带各省市在经济产业布局上各行其是，缺乏区域经济带整合与联动。目前，长江经济带上已形成了锡常泰城市群、皖江城市群、武汉经济圈等多个大型城市集合体，如果每个城市群各自为营，城市群之间缺乏产业与资源整合，必将导致投资过度、重复建设，相互之间竞争多于合作，整体经济发展失衡等一系列问题。
因此，打造长江经济带要全面深化改革，实现“产业接起来、要素流起来、市场通起来”，关键要打破行政壁垒、地区分割，实现梯度发展。李本和表示，建设长江经济带协同发展必须通力合作，推动产业梯度发展，盘活区域产业活力。首先，长江经济带建设应制定统一规划。不仅是整体性、区域性规划，同时还应兼具各个省市配套功能发展规划，包括经济产业定位、文化发展、生态建设等方面。第二，需要有明确的城市功能定位，城市与城市间要错位发展，从实际出发各有侧重地发展，有效避免区域重复建设等问题。第三，城市要突出特色，特别是经济定位特色、文化特色等。长江经济带上的内陆地区具有非常鲜明且特色十足的文化，如徽文化、楚文化、湘文化等等，通过长江经济带可以整合出一张大的文化旅游网，同时推动文化产业，整合区域资源，发展新的经济增长点〃记者?陈学慧?郑明桥?孙?璇)
