中国国家认证认可监督管理委员会(简称国家认监委)在官网公布了首批进口乳品境外生产企业注册名单，41家生产商拿到了进入中国的“入场券”，日本和美国的暂时“缺席”。
公众可登录国家认监委网站(http://www.cnca.gov.cn/ywzl/gjgnhz/jkzl/)查询生产商名单，也可对照奶粉外包装上标注的进口产地、生产商等信息查看。
日本美国生产商暂时“缺席”
此前，国家质检总局规定，4月1日起，进口婴幼儿配方乳粉的中文标签不得在境内加贴，必须在入境前已直接印制在最小销售包装上。从5月1日起，未经注册的境外生产企业的婴幼儿配方奶粉不允许进口。同时，严禁进口大包装婴幼儿配方乳粉到境内分装，必须已罐装在向消费者出售的最小零售包装中。
国家认监委公布的首批境外奶粉生产商注册认证名单共有41家，分别来自爱尔兰、奥地利、澳大利亚、波兰、丹麦、德国、法国、韩国、荷兰、西班牙、新加坡、新西兰、英国等13个国家，日本和美国的奶粉生产商未出现在名单里。
这也就意味着，名单中的41家洋奶粉生产商可以在5月1日后继续向中国出口婴幼儿配方奶粉，没有在名单中的，不能再允许向中国进口，除非通过中国认监委评估获得注册。
国家认监委表示，除此份第一次公布名单，还将根据境外乳品生产企业申请注册的进展情况随时更新。
婴幼儿奶粉品牌认证将公布
一奶粉企业人士举例称，比如日本某品牌奶粉，如果其奶粉是由日本生产商供货，就暂时不能进入中国销售。但如果其是在中国生产，或是从名单中获准的生产商供货，则可在中国销售。
业内专家介绍，首批名单中洋奶粉生产商所供货的品牌，主要涉及中国消费者常见的主流婴儿奶粉。
乳业分析师宋亮透露，五一之后，婴幼儿奶粉的品牌认证结果也将公布出来。

新规将淘汰杂牌洋奶粉
“这是从源头上保证国内销售的进口奶粉乳品符合中国食品安全要求。”乳业分析师宋亮表示，国家对洋奶粉的新规，能规避大批海外代购及海外小规模代工行为，杜绝国外仿制大品牌奶粉流入国内。今后进入国内市场的，都会是境外大企业生产的，杂牌、小品牌洋奶粉会被挡在国门之外。
目前，新西兰约有60家奶粉企业100多个品牌。
此前宋亮就曾预测，在5月1日之后，可能有一半新西兰奶粉品牌被禁止进入中国，它们大部分没有固定代工工厂、代工厂规模小、配方研发能力不够，将面临被淘汰和退出婴幼儿奶粉市场的风险。
此次认监委公布的名单中，新西兰只有8家生产商上榜。
