　　《办法》明确，像国家对于无劳动能力、无生活来源或无法定赡养、抚养、扶养义务人，或者其法定的赡养、抚养、扶养义务人无赡养、抚养、扶养义务能力的老年人、残疾人以及未满16周岁的未成年人，给予特困人员的供养。

　　北京市民政局相关负责人表示，此前，北京市各级民政部门对于农村五保对象救助有具体的政策指导，而对于城市无生活来源、无劳动能力又无法定赡养、抚养、扶养义务人，以及虽然有这些人但是没有办法进行抚养的人员，没有一个具体的相关政策，随着《办法》实施，北京市将研究制定城市特困人员的救助政策，今后北京城市的“三无”人员也将享受相关政策的保障。

　　北京市将于今年研究制定“支出型”贫困救助措施，对于遭遇各种急难情形、致基本生活暂时出现严重困难的居民，提供救助和扶持。除此之外，北京市民政局相关人员也称，根据《办法》要求，北京将在乡镇街道建立健全统一受理社会救助申请“一门受理”综合性服务窗口平台。

　　届时，有关人员只需要到一个地方就可以进行综合的办理，非常的方便。除此之外，根据《办法》，受助对象如果没有正当的理由，连续三次拒绝介绍的适应其健康状况和劳动能力的工作，民政部门“应当决定减发或者是停发其最低生活保障金”。
