经警方调查表明，事故发生在当天上午7时30分左右，海宁市公安局盐仓派出所协警戴某持公安车辆准驾证，驾驶浙Ｆ0903警车带浙江警察学院实习生许某前往海宁市公安局进行专业实习。当车辆由南往北行驶至事发路段时，前方同向行驶的一电动自行车突然左转到机动车道内，警车避让不及发生碰撞，造成63岁的电动自行车驾驶员潘某当场死亡。
经调取120和110报警电话记录，戴某拨打120急救电话和110报警电话的时间分别为7时31分和7时38分。事故现场距死者家较近，家属和部分村民情绪激动，为避免现场矛盾激化，现场处置人员随即将戴某带至长安交警中队接受调查，实习生许某则留在事故现场配合调查处置。在死者家属见证下，戴某接受了血液酒精含量检测，未存在酒驾情况。
后经死者家属要求，由长安镇高新区司法所介入调解，4月30日上午，双方已达成调解协议。
因事故车辆涉及警用车辆，为体现客观、公平、公正原则，经请示上级公安机关，嘉兴市公安局指定由海盐县公安局交警大队管辖处理该起交通事故，目前已进入正常处理流程。
