  在“色”方面,浙江省交通厅原厅长赵詹奇和情妇一起受贿;刚刚落马的贵州省交通运输厅原厅长程孟仁“伙同情妇收受巨额贿赂”,“与他人长期保持不正当两性关系”。


  招投标成重要贪腐领域


  从他们的腐败轨迹看,这些权力被运用的一个重要领域是招投标。

  管理漏洞难防腐败


  云南大学法学院教授王启梁认为,交通厅长腐败案高发显然是制度问题。一是政府机关的权力运行还不够公开,一些部门领导的权力太大,大到“任何人在那个位置上,都很危险”。


  近年来,针对高速公路、招投标等重点领域,各地采取了不少措施预防腐败:如河北省推行在高速公路建设全过程的“十公开”;贵州省交通厅干部全部辞去在省高速公路开发总公司兼任的职务。


  但个别推出了制约措施的省份,仍然继续发生着交通厅长腐败案。云南纪检监察学院副院长、云南省反腐倡廉研究中心主任周梁云认为,反腐倡廉,倡导廉洁,但在当前的社会环境下仅靠官员自律显然是不够的。周梁云认为,关键是要反省和弥补交通领域的行政管理制度漏洞。
