PayPal will visit Korea， South Korean financial authorities are investigating its legality

　　韩联社首尔5月1日电 据金融行业1日消息，中国阿里巴巴旗下网上支付服务“支付宝”正在积极进军韩国市场。由于“支付宝”支付平台存在安全漏洞，因此韩国金融当局正在对其合法性进行调查。支付宝去年已与韩国最大电子支付服务商INISIS签署业务合作协议，推出了能让中国人在韩国购物网站完成付款的支付平台。支付宝还计划将于今年5月与韩国免税店进行合作，在韩国正式推出支付宝“当面付”条码付款功能。

　　专家指出，由于支付宝没有在韩国设立分公司，且没有与韩国信用卡公司正式签署业务合作协议，因此一旦发生金融诈骗案等犯罪案例，国内加盟店在蒙受损失后也难以获得相应的赔偿。支付宝的条码付款方式与韩国信用卡公司推出的手机信用卡相似，但由于阿里巴巴是海外企业，加上国内并没有针对“当面付”这种条码支付功能的相关监管规定，因此该服务在未经过韩国有关当局的审批之下正准备进入国内市场。韩国金融当局一位负责人表示，金融当局正在就支付宝等海外支付服务的合法性和安全漏洞进行研究。

　　近期，支付宝已向中国内地实体特约商户推出条码支付等面对面支付服务，并将联合商业银行推出虚拟信用卡产品。但中国人民银行今年3月宣布，从客户支付安全的角度出发，暂停支付宝条码支付和虚拟信用卡等支付业务和平台，称相关产品安全性有待完善。

　　支付宝近日在中国香港和台湾两地相继推出“当面付”条码付款，但台湾金融当局今年1月称，支付宝在没有接受台湾金融当局监管的情况下推出了这项服务，并作出罚款决定。香港金融当局也正准备修例扩大现行的监管制度，以覆盖支付宝相关支付产品服务。(完)
