  整治露天烧,各地有妙招


  ——哈尔滨:史上最严规定


  今年,哈尔滨市城管部门出台最新的街路餐饮管理规定,大排档不允许室外烧烤、明火作业和店外加工食品,对出现烟尘噪音扰民的一律取缔,堪称哈尔滨“史上最严规定”。

  广州市城市管理综合执法局执法科长窦勇告诉记者,对烧烤摊贩的管理涉及到食品药品监督管理局、环保局等多个部门,然而在具体的行政执法中,环保部门经常声称,只要城管取缔小摊贩即可,“可以说,针对流动摊贩的管理,环保部门是在做减法,我们就是不断做加法。”


  是堵是疏?专家支招


  一方面,是市场有需求;另一方面,这样的需求也造成了一定困扰。那么,如何在两者间寻求一个平衡点?


  四川社会科学院社会学研究所副所长胡光伟表示,既然市民有需求,光靠“堵”是禁绝不了的。堵不如疏,将符合条件的摊位下沉、分散到各街道办才更符合市民们的消费习惯。他同时提倡烧烤无烟化,传统碳烤的油烟确实对百姓生活、城市空气带来很不好的影响。


  黑龙江省社科院研究员赵瑞政认为,规范才是最好的办法。可以继续实行设置一定的烧烤区规范运行,由城管、环保、工商、卫生等多部门共同管理,加以引导。在给“出口”的同时,还要加大对餐饮安全和环境卫生的监察和处罚力度,疏堵结合,形成一个良好的市场秩序。(采写记者强勇、冯国栋、周强、李倩薇)
