网友爆料 多名“城管”手持木棍打人砸车
4月28日中午，网友“坏坏的小旦”在绍兴某论坛发帖，称绍兴市越城区兴文桥直街有多名城管打人砸车。他说，自己目睹了这起打砸事件的全过程。
据称，事发之前有2辆“城管”执法车停在了街道上正泰电器店边的小区门口，后面有一辆轿车想要进小区。由于兴文桥直街本身路面较窄，所以2辆执法车一时间堵塞了道路。这个时候，从轿车上下来一位岁数较大的中年男性，与开执法车的“城管”进行理论，说怎么能堵着小区门口，说着说着，中年人就开始谩骂，双方发生口角。
其余“城管”见状，就上前围住这个中年人进行理论，此时车主(事后证实是该中年人的儿子)看到自己人被“城管”围住，且还有动手迹象，就开车冲顶“城管”。然后，被袭击的“城管”从车里拿出棍棒开始围殴轿车，其间还与上前去劝架的群众发生了肢体冲突。
“坏坏的小旦”说：“最后110民警来了，负责这片的行政执法的人貌似也来了，后来这些‘城管’把衣服一脱都跑了！”
为了证明爆料属实，“坏坏的小旦”还附上了一段视频。

城管部门 砸车的真不是城管而是“劝导员”
据了解，事发地点位于北海街道，属于绍兴市越城区城管局的管辖范围。记者昨天联系上了越城区城管局行政执法大队队长王伟。他表示，打人砸车的真不是城管，而是街道自行招募的“劝导人员”。
王伟告诉记者，最近这段时间，整个越城区都在进行“齐门经营”整治行动，目标是“还路于民”。他说：“整个越城区那么大，要铺开去工作，城管人手肯定不够，所以才需要街道聘请一些协管员来协助工作。”
这些参与协管的“劝导人员”主要都干些什么呢？王伟表示，工作内容很简单，“就是劝导路边商贩在经营过程中不要占用道路，帮助清运垃圾，以及提醒车主不要违规行驶或停车。”王队长介绍，“劝导人员”不是城管，并没有执法权，“简单来说，他们和路口执勤差不多，跟在道路口戴红袖套指挥交通的人一样。”
记者了解到，北海街道所聘请的这批“劝导人员”都来自同一家物业公司。王队长说，这家公司的制服与城管的队服在款式和颜色上非常相似，所以才会被某些人误以为是城管在打人，“其实，如果仔细看一下的话，就能发现肩章和袖标都不一样的。”
据称，发生这起打砸事件的起因，是因为这群劝导人员在对一辆汽车进行劝导时，车主驱车撞人，最后造成了4人受伤，其中1人有脑震荡，目前还在住院，另有3人软组织挫伤。
公安部门 4名砸车“劝导员”已被刑事拘留
昨天记者联系上了绍兴市公安局越城区分局副局长钱成根。他表示，对于此事，越城公安分局已成立专案组介入调查。
钱成根说，警方已查明，当天上午，北海街道的城市管理临时劝导人员在配合开展占道经营、齐门经营整治劝导过程中，因工作用车堵塞小区交通与吕姓父子发生了纠纷。吕某的父亲从自己的车上下来后，就一直辱骂劝导人员。
劝导人员梁某和张某因不堪辱骂，就上前对吕某的父亲拳打脚踢，其他劝导人员也纷纷上前将其围住。吕某为了不让自己的父亲受伤害，就开车撞向劝导员，造成劝导员刘某、梁某、周某不同程度受伤。在场劝导员随即去拉车门，拍打车头引擎盖，想让吕某下车。
发现车门被锁后，劝导员梁某、张某某、张某、刘某等4人拿出工作用车中的木棒对吕某驾驶的沃尔沃轿车的前挡风玻璃、侧窗和车身其他部位进行打砸，并将车辆的左侧反光镜扳断，导致沃尔沃轿车不同程度损坏。
