在接受记者采访时,余晓隆正在赶着去拜访某个省份的运营商,后者正在启动LTE-Fi战略,很长一段时间里,余晓隆都在各省之间为LTE-Fi奔波,他表示:“大部分省份的运营商都在做,移动建设的比较多,但三大运营商都在抢。”
LTE-Fi点亮公交车移动互联网平台
由于公交车的移动性,传统把宽带转化为Wi-Fi信号的方式在这里并不通行,但对于这个占用用户最多室外时间的地方,运营商很早就开始尝试利用移动网络实现公交车的Wi-Fi覆盖。
3G时期,联通、移动就已经把目光放在了公交车上,但由于3G速率的限制,大量用户在公交车内使用Wi-Fi时速率得不到保证、体验差,公交Wi-Fi始终未能规模发展。
2012年,情况得以改观,这一年,中国移动进行LTE大规模试验网,这一年浙江、江苏的“4G公交车”一度成为新闻热点。“LTE-Fi可以为车内用户平均分配带宽,保证速率。锐捷网络运营商技术咨询部南区总监薛伟文表示:“江苏每天高峰期每车上网用户为30-40人,在LTE覆盖好的的区域,可以达到每户1M的速率。

虚拟运营商巴士在线也是全新公交车媒介平台的践行者,2014年,巴士在线正式启动移动虚拟运营“公交移动Wi-Fi网络平台”的核心战略,将覆盖30个省会及计划单列市的15万台公交车辆,即形成15万个公交Wi-Fi热点,每天向超过2亿人群的公交乘客提供移动接入服务。
“巴士在线的Wi-Fi规划更侧重于经营,他们更重视与LTE-Fi与媒介平台的对接,以及广告信息推送的精准,他们在建设之初就规划了公交车上实现个人的社交、娱乐、支付等服务。相比之下,目前运营商还更侧重于覆盖、规模,与媒体平台的对接还有待成熟。”余晓隆告诉笔者,“这种新的媒体形式正在成熟,而且会蔓延到机场、火车站、地铁等公共场所。”
由于运营商与巴士在线所擅长的领域不同,未来更可能出现的形式是由运营商建设整个Wi-Fi平台,而巴士在线租用网络与其媒体平台对接,双方合作的模式正逐渐成熟。
LTE-Fi需成熟的建设规划
目前,江苏移动建设的LTE-Fi已经向媒介开放,“媒介可以在认证界面弹出信息,也可以根据用户行为信息精准投放。”余晓隆举例,“比如,我们可以了解到一个用户精确的路线信息,然后为其提供附近购物、餐饮、娱乐等生活服务信息。”

而与江苏同期启动公交Wi-Fi的浙江、北京等省市则未见起色。此前,北京日报对北京市多条公交线路进行公交Wi-Fi实测,但发现几乎所有带有“Wi-Fi本车已覆盖”标志的公交车上均搜索不到信号,或者有信号但无法链接。
相比于北京、杭州,江苏移动成功的经验在于“江苏移动把从3G时代积累的经验进行积累,写入招标规范,而且采用设备来自多家厂商,通过市场竞争推动产业链成熟。”余晓隆告诉笔者:“而北京、杭州则相对粗放,设备均由单一厂商独家提供,没有竞争,也缺少规范。”
据笔者了解,目前仅江苏移动对LTE-Fi制定了相应的招标规范,该规范于2013年6月出台,其后中移动集团根据该规范制定了“国标”,但该“国标”相对简单,对产业链的指导作用有限,也鲜有奉行该标准的设备商、省公司。
余晓隆表示:“公交Wi-Fi的尝试始于3G,我们经历了一系列的试点积累了大量的建设、运营经验,比如LTE-Fi与基站的匹配、在公交车内的布局、用户流量分配、实时信息监测等等,这些经验需要我们去总结,并形成成熟的建设规划,这样才能推动LTE-Fi健康、高速的发展。”
4G已经点燃了公交争夺战的导火索。由于每辆公交车基本只需要一台LTE-Fi设备,这也意味着天然的“独家垄断”,“先到先得”的基本原则会加速运营商抢占公交车阵地。中国移动4G的先发优势在公交车上得到成倍放大,但如果不能加快步伐,那么这块市场很可能被电信、联通、巴士在线以及更多的人分食。
