　　市科委3月份公布的2014年《部门预算项目支出预算表》上，公布了今年100多个科研项目的预算数额。其中，“安全健康婴幼儿配方乳粉的研究与产业化”一项的预算高达1077.97万元，比无人机系统研发、纯电动车研发等项目的预算经费还多。

　　市科委相关负责人向媒体证实，该项目的承担单位是北京三元食品股份有限公司，项目研发刚刚启动。

　　据悉，政府为婴幼儿奶粉研发专门立项，并拨付大额资金，在北京乃至全国都是首次。

　　上午追访 将持续“跟踪”喂养效果

　　今天上午，三元食品主持该项目的负责人陈历俊表示，我国对母婴体质和营养需求等方面的研究存在很多空白，急需补上。

　　记者多方了解到，北京市此次立项的研究，不仅要研究母乳、研制奶粉，还要在得到消费者许可的前提下，对奶粉消费者的喂养效果、健康状况进行持续跟踪调查，包括婴幼儿时期的发育、大小便、睡眠、情绪等，儿童时期的发育曲线、肠道菌群等，乃至后期的消化系统健康。

　　目前，三元的项目团队已经成立。除了三元的技术中心，团队成员还包括北京市乳品工程技术研究中心、北大医学部、中国农大、首都儿科研究所的一些专家，国内多个妇幼保健医院也将参与合作。

　　目前研发刚刚开始，其中对消费者的跟踪调查待通过北大生物医学伦理委员会的审核，就将启动。

　　对于此项目最终的成果以及成果转化，陈历俊表示，目前项目刚刚启动，很多具体的内容还需要保密，暂时不能对外透露，计划将用3年左右的时间完成该项目。

　　对于科研成果将普惠市场，还是由企业使用，陈历俊未给予回应。

　　去年开始，国家多部委联合提振国内婴幼儿奶粉质量和消费信心。

　　在支持兼并重组、严格生产环节后，去年到今年年初，中乳协集中推介了一批国产优质奶粉，三元的婴幼儿奶粉也在被推荐的行列中。

　　这些重点被扶持的企业将通过获得补贴和政策倾斜的方式，打造能与洋奶粉抗衡的高端产品，重振消费者信心。
