2014年3月，广东省纪委宣布，茂名市政协原主席冯立梅因涉嫌严重违纪问题，接受组织调查。这将沉寂两年的茂名官场腐败“窝案”，重新点燃关注度。
在一些当地人眼中，2002年到2012年，是茂名失去的十年。
一切皆因茂名官场“窝案”而起。
始于2009年的茂名官场“窝案”共涉及厅、处级干部240余人，市辖六个县(区)主要领导全部涉案。
尤为引人注意的是，茂名前后两任市委书记周镇宏、罗荫国先后被查。2011年2月，罗荫国因涉嫌职务犯罪，被广东省检察院反贪局立案侦查并刑事拘留。直到2012年，倒在广东省委常委、统战部部长位置上的周镇宏被调查，茂名官场才恢复平静。
“窝案”现在仍是茂名一个绕不开的话题。
除了官场“窝案”，茂名其实有很多足以让当地人感到自豪的称谓：中国华南地区最大石化基地、“南方油城”、广东重要水果产区以及“中国罗非鱼之都”。
如今，周镇宏被茂名人视为失去的十年的“操盘手”：2002年4月，周镇宏出任茂名市委书记。无论是当年赴任茂名还是后来被查，罗荫国和周镇宏的间隔时间均在一年之内。
站在茂名“窝案”有望重启调查的节点上，曾对茂名发展寄予厚望的茂名人，只能遗憾地感慨，十年间的茂名以“爬行”的速度前进，“十年间主城区也就发展了一条西粤路”，更有人直言：“这十年像是没感觉到就过去了。”
于是，茂名人的怒火指向了周镇宏。
当地人以周镇宏的绰号“周大炮”来宣泄不满情绪。此绰号的由来，是因周镇宏曾在任内提出诸多目标和蓝图，但绝大部分并未付诸实施。当然，更让当地人无法忍受的，是他开启的“一把手”腐败体系，以及买官卖官的“显规则”化。
周镇宏离开茂名后，其接任者罗荫国又抓住了这一根灰色的接力棒。
失去十年的恶果早已经显现。
茂名有官员说，周罗两任市委书记在任期间，通过买官卖官实现的官员任免，不仅导致真正有能力的官员上升通道受阻，也使另一些官员忙于利益输送，而无法全身心投入工作。
迟迟未能开建的高速公路和高铁项目，因涉官商利益纠葛而烂尾的多个房地产项目，因资金问题而停工的政府工程，以及裸露在阳光下停采的高磷土矿……当记者走在茂名的街道、乡村，当地人常常讲起背后的故事，历数这十年里茂名错过的种种发展机遇。
在“窝案”后出任茂名市委书记的邓海光，曾在2012年初一次讲话中评价茂名时说，茂名仍处于打基础阶段，在广东处于“不好不差，不远不近”的地位，“这样的城市很容易被遗忘和忽略”。茂名落后的根源在于交通基础设施滞后，“包茂高速路由国家交通部门提出，目前全国只差广东段没开建。”
邓海光口中的这条北起包头、南至茂名的高速公路，茂名段跨越茂名信宜、高州、茂港、茂南、高新、电白六地。2008年9月，茂名市政府成立工程建设指挥部，2013年6月，广东省高速公路建设总指挥部才宣布正式开工建设。
另一个让当地人叹息的项目是广东西部沿海高速铁路茂深段。据公开报道，此项目曾分别于2011年、2013年两次计划动工，预计建成时间也从2014年延长至2017年。“我们眼睁睁地看着其他省市的高铁项目一个个通车，心里特别不是滋味。”有茂名市民感慨。
4月30日下午，记者来到位于茂名茂港区茂南二建南香城项目所在工地。被当地人称为“广东第一烂尾地”的地块，至今仍未恢复应有的活力。
地块南部区域长期荒置，已被草丛和闲置施工机器占领。北部区域虽已由不同的项目部和建筑公司盖起高楼，但仍见不到热火朝天的施工场面。暴露在外面的钢筋、凌乱的电线、尘土飞扬的路面，都在诉说着这些项目的原始与停滞，空旷的地块颇为孤独。
一些摆在茂名人眼前的伤疤，另一面也连着杨光亮、冯立梅等一个个为人熟知的茂名官员的名字。连续两任市委书记被判死缓，200余名官员被曝涉案，对茂名人来说，这个十年已难以挽回。
茂名人开始期待新的十年。
要摆脱“窝案”的阴影并不容易。民间彻底清查“窝案”的呼声依然存在。在茂名“窝案”处理过程中，虽涉“窝案”，但以“消极腐败”定性的在职官员仍不断被举报。
在茂名人看来，这部分官员因时刻处在目光的注视下，求稳、求安全的表现明显，已难以放开手脚工作。
多名茂名政界人士担心，十年的积患难以一时根除，利益输送依然在茂名官场存在，权钱交易或以更为隐秘的方式进行，这些都是茂名转身最难跨越的门槛。
