周生贤指出，对于环保部门来说，坚决向污染宣战，要打好大气、水、土壤污染防治三大战役。以改革创新为动力，积极探索环境保护新路，用铁规铁腕强化污染防治，着力解决损害群众健康的突出环境问题，逐步改善环境质量。
第一，继续深化大气污染防治。国务院印发《大气污染防治行动计划》(简称《大气十条》)以来，我部积极协调地方政府和有关部门，狠抓贯彻落实。
一是分解落实责任。国务院办公厅印发重点任务部门分工方案，有关部门印发京津冀及周边地区落实《大气十条》的实施细则，与各省(区、市)签订大气污染防治目标责任书。
二是细化配套政策。共有22项，已出台环保电价、专项资金、新能源汽车补贴、油品升级价格等6项配套政策，发布18项污染物排放标准、9项技术政策、19项技术规范。
三是完善监测预警应急体系。出台加强重污染天气监测、预警和应急管理工作的政策文件，实时发布74个城市PM2.5等监测数据；新增87个城市具备PM2.5监测能力，于2014年1月起发布监测数据。
四是加强大气综合治理。落实重点行业整治、产业结构调整、优化能源结构、机动车污染治理等措施。
五是推进区域协作机制。建立京津冀及周边地区、长三角大气污染防治协作机制和全国大气污染防治部际协调机制。
六是强化各项保障措施。中央财政设立大气污染防治专项资金，2013年安排50亿元支持京津冀及周边地区大气治理项目，2014年安排项目资金100亿元；安排6.4亿元支持12个重点城市燃煤锅炉烟尘治理。启动实施“清洁空气研究计划”。
周生贤表示，下一步，环保部将继续把大气污染防治作为重中之重，深入实施《大气十条》，以雾霾频发的特大城市和区域为重点，以PM2.5和可吸入颗粒物(PM10)治理为突破口，抓住产业结构、能源效率、尾气排放和扬尘等关键环节，健全政府、企业、公众共同参与新机制，实行区域联防联控，让人民群众早日享有更多蓝天白云。
第二，强化水污染防治。制定实施《清洁水行动计划》，抓“两头”、带“中间”，在确保饮用水源地等水质较好水体稳定达标、水质不退化的同时，集中力量把劣V类水体治好，尤其是消灭一批影响群众多、公众关注高的城镇黑臭水体，带动一般水体污染防治。推进重点流域和地下水污染防治，加强水质较好湖泊生态环境保护，综合防控海洋环境污染和生态破坏。
第三，抓好土壤污染治理。制定实施《土壤污染防治行动计划》，加强监督管理，切断各类污染源，遏制土壤污染扩大趋势；深入推进土壤污染治理修复，实施土壤修复工程，逐步改善土壤环境质量；加强污染地块开发利用监管，维护人居环境健康。深化以奖促治政策，继续推进农村环境连片整治，整治农业面源污染，建设生态文明示范乡镇和村庄。
周生贤指出，“十二五”以来，通过强化目标责任考核，狠抓工程减排、结构减排、管理减排，全国化学需氧量、氨氮、二氧化硫、氮氧化物排放总量分别比2010年下降7.8%、7.1%、9.9%和2.0%。全国城市污水处理率由2010年的76.9%提高到2013年的87.9%，脱硝机组占火电总装机容量比例由11.2%提高到50%，脱硫机组装机容量比例由82.6%提高到90%以上。总的来看，全国化学需氧量、二氧化硫减排进展超过预期，氨氮减排进度与时间进度基本同步，而氮氧化物后两年减排任务艰巨。
周生贤表示，2014年确定的年度减排目标任务是：二氧化硫、化学需氧量和氨氮排放量分别比上年减少2%，氮氧化物减排5%。实现上述目标必须有坚定的决心和过硬的措施，环保部将重点抓好以下工作。
一是继续强化减排目标责任制。严格考核各地总量减排目标完成情况，对完不成任务的，加大问责力度。
二是全面推进“六厂(场)一车”(污水处理厂、造纸厂、畜禽养殖场、火电厂、钢铁厂、水泥厂和机动车)重点工程。力争新增城镇污水处理能力1000万吨，燃煤电厂脱硫改造1500万千瓦、脱硝改造1.3亿千瓦，淘汰黄标车和老旧车600万辆。
三是落实配套政策。加快出台《排污权有偿使用和交易试点工作指导意见》等文件，提高重点行业排放标准，切实加强环境监管，严格落实脱硫脱硝除尘电价。
四是加强部门联动。联合农业部推进畜禽规模养殖污染防治，与公安等部门合作加快淘汰黄标车，配合工信部门加快淘汰落后产能。
周生贤称，去年6月，经中央批准，环保部组织开展的“生态建设示范区”更名为“生态文明建设示范区”。中央批准更名后，环保部印发《关于大力推进生态文明建设示范区工作的意见》、《生态文明建设试点示范区指标》等文件，新增72个生态文明建设试点。目前，全国已有16个省(区)开展生态省(区)建设，1000 多个市(县)开展生态市(县)建设，建成国家级生态市(县)55个、国家级生态乡镇2986个。生态文明建设示范区已成为推进生态文明建设的重要载体和有效途径。
周生贤强调，与“生态建设示范区”相比，“生态文明建设示范区”的内涵更加丰富、标准更高、范围更广，环保部将在认真总结生态建设示范区实践经验的基础上，做好以下几方面工作。
一是加快完善生态文明建设示范区评估标准、指标体系和管理规程，充分体现把生态文明建设融入经济建设、政治建设、文化建设、社会建设之中的理念，引导已命名的生态建设示范区向生态文明建设示范区过渡。
二是大力推进生态省建设，加大直辖市、计划单列市和省会城市建设生态市力度。
三是扩大生态文明建设试点的类型和范围，探索跨区域协调工作机制，推动建立重点行业生态文明建设示范基地。
四是组织开展示范区生态文明建设情况评估，总结经验模式，组织宣传推广，充分发挥示范区示范和引领作用，推进生态文明建设迈上新的台阶。
