  一要正确处理“一元统领”与“多样共生”的关系,努力建设导向正确、充满活力的中国特色网络文化。


  我国社会主义的性质决定网络文化建设必须坚持以社会主义核心价值体系为指导,而社会分层、利益多元的状况又要求网络文化建设必须满足广大人民群众多样化的精神文化需求。只有将二者结合起来建设中国特色网络文化,才能吸引和团结群众,发挥凝聚共识、推动发展的积极作用。中国特色网络文化是一种充满活力、多元多样的时代文化。建设网络文化,必须坚持和而不同、求同存异、兼容并包的原则,正确处理好传统文化与外来文化、主流文化与非主流文化、高雅文化与大众文化的关系,承认差异、尊重个性、鼓励创造,坚持用一元化的指导思想引领多样化的网络文化思潮。中国特色网络文化还是一种广泛群众性文化。建设网络文化,必须把满足人民群众不断增长的精神文化需求作为出发点和落脚点。要不断缩小地区间、城乡间的“网络鸿沟”,为网民提供形式多样、生动活泼的网络文化产品和服务,帮助网民提高法律、道德、科学、文化素质,努力把互联网建设成为广大人民群众共有的精神家园。


  二要正确处理“市场驱动”与“政府引导”的关系,努力营造网络文化发展的良好环境。


  在现代文化传播中,吸引力决定传播力,传播力决定影响力。互联网的开放性和平等性特点,形成了各种文化思潮在网上共同竞争的“公开市场”,这就决定了谁能适应市场需求,谁就能占有网络文化市场。为此,要健全网络文化市场体系,完善网络文化市场准入、竞争、退出机制,促进网络文化资源合理流动,培育壮大网络文化产业骨干企业。要学习借鉴西方发达国家发展互联网的经验,设立政府主导、社会资本参与、市场化运作的互联网发展基金,扶持我国互联网企业参与国际化竞争,把我国互联网建设成有国际竞争力的一流企业,使其成为传播中国文化的主渠道。要转变政府职能,强化法律、规划、政策等宏观指导,推动网络文化健康、持续发展。要将网络文化纳入文化创意产业发展规划,制定鼓励网络文化产业发展优惠政策。要加强网络法律体系建设,严厉打击网络盗版行为,规范网络文化生产传播秩序。要建立科学高效的网络文化管理体制,严禁错误、低俗、淫秽内容信息在网上传播,确保健康、理性网络文化在网上占据主流。


  三要正确处理“专业生产”与“群众创作”的关系,努力提升网络文化产品和服务的有效供给。


  网络文化建设是一项高度复杂的系统工程,既要发挥专业力量的主力军作用,也要激发广大人民群众的创造活力。要培育自主资本控制的民族品牌互联网文化企业,加强中央和省市重点互联网网站建设,增强国有网络文化企业的竞争实力。搭建网络文化生产、传播、展示、交流平台,提高网络文化创作生产的规模化和专业化水平。鼓励网络文化工作者适应文化市场需求,遵循网络传播规律和网民接受特点,创作更多具有中国特色、体现时代精神、广受网民欢迎的网络文化精品。要保护好广大人民群众的首创精神和创作热情,引导广大网民制作、上传、转发健康向上的网络文化产品,形成专业引领、群众参与的网络文化建设生动局面。


  四要正确处理“人才素质”与“人才数量”的关系,努力建设规模宏大、品质优良的网络文化人才队伍。


  发展网络文化,关键靠人才队伍。要牢固树立人才是第一资源的理念,把吸引、培养、用好人才作为事业之基、竞争之本,集聚和团结大量优秀人才投身于网络文化建设工作。要完善网络文化人才市场体系,鼓励网络文化人才合理流动,打造网络文化人才集聚高地。要整合各种政策资源,为互联网高端创新创意人才在企业设立、项目申报、子女教育和社会保障等方面改进服务方式,帮助他们解除后顾之忧,吸引和留住互联网优秀文化人才。要健全网络人才评价和考核机制,充分发挥优秀人才在网络文化建设中的领军作用。要以提高运用新媒体素质和能力为核心,遵循新媒体人才成长规律,加强复合型、创新型、国际型人才的培养,努力打造出一批掌握现代互联网高新技术的科技人才,一批原创能力较强的网络文化产品开发人才,一批懂媒体传播的网络文化营销人才,一批持正面立场、得到广大网民认可的名编辑、名版主、名博主、名评论员,一批政治坚定、本领过硬的互联网宣传管理人才。要全面实施网络文化从业人员培训和资格认证制度,引导网络文化人才健康发展。要通过造就一支数量充足、结构合理、素质较高、勇于创新的网络文化大军,推动我国网络文化繁荣发展。
