　　据甘肃省民政厅社会福利和慈善事业促进处调研员杨斌鳌介绍，甘肃此次在全国率先出台了规范弃婴救治收养管理办法，通过明晰民政、发改、公安、司法、财政、卫生、人口委、宗教局共8个行政主管部门的职责权限，从通报、运送、入院、安置、追责各个环节上对弃婴进行全方位兜底式救助。

　　《甘肃省弃婴救助管理暂行办法》中明确规定，公安部门应当加强对弃婴的保护，及时查处遗弃、歧视、虐待弃婴的行为，对相关责任人依法予以处理；卫生计生部门要加大孕前育龄妇女健康生殖检查，提高优生率；发展改革部门要根据儿童福利事业发展需要，推动儿童福利机构设施建设；司法行政部门要通过开展多种形式的法制宣传活动，加大对弃婴权益保护和依法打击弃婴行为的相关法律法规的宣传力度。

　　杨斌鳌说，“婴儿安全岛”只是甘肃救助弃婴体系中的一个“接入口”，弃婴自捡拾之日起，移交到哪个单位，该单位即为弃婴的临时监护责任人，履行弃婴的养护工作。

　　自2011年6月石家庄市社会福利院开设国内首个“婴儿安全岛”后，全国各地开始了兴建“婴儿安全岛”的热潮。但今年以来，广州、南京却相继出现因弃婴数量激增导致婴儿安全岛“爆棚”关闭的消息，引起全社会的热议。

　　杨斌鳌认为，安全岛“婴满为患”是由多种原因造成的，但必须明确的是，遗弃婴儿属于违法犯罪。“设立‘婴儿安全岛’只是为了避免婴儿遭受外界二次伤害，并不等于纵容遗弃行为。通过公安机关的加入，将婴儿保护与遗弃人追责相结合，最大限度从源头上控制弃婴犯罪率。”
