　　3月28日，广东省纪委在官方网站发布消息称，茂名市政协原主席冯立梅涉嫌严重违纪问题，正在接受调查。随后有媒体报道称，此次冯立梅被查，是因为中央巡视组到广东后接到了相关举报，在巡视组要求下，广东省纪委准备复查茂名官场“窝案”。

　　对冯立梅遭查原因，茂名当地存在不同版本。

　　有消息称，冯立梅是因为牵扯外地某刑事案件，经济问题才得以暴露。此后，涉及冯立梅的相关材料被移交给广东相关部门，致使省纪委开启调查。

　　不管如何，冯立梅与重启“窝案”调查联系在一起并非偶然。

　　当地甚至有传言称，曾做过茂名市纪委书记、在当地官场有着“话语权”的冯立梅，手里掌握着当地官员大量材料，“已经全招了”。不少媒体则预测，随着广东省纪委对其调查的逐渐深入，很可能再次掀起茂名官场震荡。

　　茂名市纪检部门反腐工作的持续展开以及工作进展的集中公布，也给了部分市民遐想空间。

　　4月30日，茂名市纪检部门通过官方网站公布多起违纪违法案件，多涉及基层腐败。当天公布的消息显示，2014年至今，茂名全市各纪检部门共立案156起，给予党纪政纪处分107人，其中县处级干部11人。

　　曾有受访者告诉齐鲁晚报记者，像冯立梅一样，曾涉当年“窝案”但未被立案调查的多名官员，近日正再次接受调查。广东省纪委相关工作人员已进驻茂名一酒店。而据齐鲁晚报记者多方核实，上述所称的“省纪委相关工作人员”实为广东省委党的群众路线教育实践活动督导组第九组，并非广东省纪委专门派驻的调查人员。

　　另有茂名本地接近官场的人士表示，冯立梅此次被调查，也仅是外地其他案件牵扯出的个案，与茂名“窝案”调查是否重启并无关联。

　　而齐鲁晚报记者近日从接近广东省纪委相关人士处了解到，广东省纪委目前并没有重启“窝案”调查的意思。

　　茂名上述接近官场的人士分析称，此前，广东相关部门既然已对这部分官员做出了相关的定性处理，全部推倒重来的可能性就不大。“但这部分官员也不排除因为其他个别案件而再次接受调查的可能。”

　　记忆犹新的“官员买卖”

　　多名茂名本地官员、商人及市民受访时向齐鲁晚报记者表示，他们之所以更愿意相信“窝案”调查重启，在于他们看来，茂名本地买官卖官之风并未得到彻底清理。此前花样迭出的买卖手法，至今令他们记忆犹新。

　　“茂名还是有这样(买官卖官)的事情，只是没有以前那么猖獗。”5月2日，茂名某局正科级官员周正(化名)告诉齐鲁晚报记者，“窝案”之后，买官卖官的行为大面积缩减，但未必完全消失，或以更为隐秘的方式进行。

　　提及买官卖官之风，茂名各界人士均把矛头指向广东省委原常委、统战部原部长周镇宏。茂名某局公务员陈生(化名)称，周镇宏到茂名任市委书记之后，对科级、处级明码标价，“官帽买卖”变成“显规则”。

　　“要得到一个正科级职位，最少需要20万元，这还只是打点一把手的钱。那会，大家讨论的都是某某花了多少钱买了什么官，亏了或是赚了的事情，不想听都不行。”陈生告诉齐鲁晚报记者，当时官位买卖可以用“肆无忌惮”来形容。

　　周正受访时的表述与陈生一致。“那时候，官员任免都是一把手说了算。”周正说，能力、资历等标准符合提拔条件的官员，也会被一把手叫到家里了解情况，得到邀约的官员，自然会心领神会带钱赴约。

　　此种风气之下，茂名越来越多出现买官卖官“中介”。周正说，这些中间人与一把手关系较为密切，他们替买官者完成相关的联络工作。比如，某部门一把手与当地一家酒吧老板比较熟悉，打算“向上走”的某干部就会把准备好的钱交给酒吧老板，并交代好自己的事情。酒吧老板找时机把钱交到领导手中，事成后便可获得少则几千、多至数万元的“中介费”。

　　“买官者和卖官者根本不用见面，也减少了风险。”陈生说，即便事发，双方把责任往酒吧老板身上一推，令查案者无可奈何。

　　这套模式在罗荫国接任茂名市委书记后得以无缝衔接。陈生告诉齐鲁晚报记者，罗荫国上任后，自己所在的局级单位曾有一个正科级名额，当事人在公推过程中得到了多数票，但还是被提醒至少准备20万元。

　　自周镇宏开始，由罗荫国继承的买官卖官风气，让没有资金活动的公务员群体选择面对现实，也让买官者对其行为不再避讳。“高州曾有一个干部当众承认，他这个官是花了多少钱买来的。”陈生说。

　　一知情人士告诉齐鲁晚报记者，卖官收益很快就会被“洗白”。有的官员选择把钱交由亲属打理，做生意赚取利润；有的则选择出借，以收取高额利息，实现变相行贿。

　　“茂东火车站附近有一条美食街，拆迁前分布着十余家酒店。政府一换届，很多老板就会跟着换。”陈生说。罗荫国案相关证据显示，其夫妇曾将聚敛的1000多万不义之财，常年“借给”当地房地产商高某，高某出具本金加高额利息为内容的借据使罗荫国夫妇从中获利，而高某则在工程项目上受到“关照”。

　　正是基于种种官场恶习及其给自己家庭带来的伤害，茂名市外事侨务局的朱国瑜才走上了实名举报的道路。他坚持认为应对茂名“窝案”进行彻底清查，因为这些买官者的钱也并不见得干净，且在上任后往往会变本加厉地拿回成本。

　　“‘窝案’不重查，怎么能彻底消除腐败？”一位对当地官场情况有着相当了解的当地干部反问齐鲁晚报记者。

　　两任一把手的

　　不同“生意经”

　　为什么“窝案”会发生在茂名？官场震荡平息后，外界对这一问题持续发问。而对茂名而言，只有揭露真相，才能更好地解决问题。

　　“周镇宏知道，自己只在茂名干一届就会调到省里去。”5月2日晚，一位当地官场的知情者分析，茂名只是周镇宏的一个“中途站”，这让他没有了“后顾之忧”。在周正看来，周镇宏老乡倪俊雄于2002年空降茂名任公安局局长，成为其得力助手，更让周镇宏无所畏惧。茂名官场“官位买卖”恶风愈演愈烈。

　　当地一位接近官场人士则从另一个角度分析了卖官一把手收取贿赂的“风险成本核算”，其结论是：比起收受商人贿赂，“卖官”来钱更为保险。

　　该人士称，拿了商人的钱给人家办事，若不出事你好我好。一旦出事，到了(监狱)里面把人家供出来，人家就会嫉恨你，“想打击报复你再容易不过了。”而收下属的钱就会相对“安全”，如果出事，“大不了一块坐牢”，出去后遭人报复的风险会降低很多。

　　在高州籍的陈生看来，罗荫国本应与周镇宏不同，“他在高州任市委书记兼市长时，还十分正直，不管人事还是工程一律不予照顾。”

　　上述当地官场知情者认为，罗荫国之所以步周镇宏的后尘，与长期压抑后的爆发情绪有关。

　　不止一位知情者告诉齐鲁晚报记者，茂名官场并非铁板一块。2002年4月，周镇宏任茂名市委书记后一年，罗荫国任茂名市委副书记、市长，两人搭档期间，罗荫国“一直处于被压抑状态，没有多少话语权”，开展工作时颇感掣肘。再加上长期存在于买官卖官的风气中，罗荫国“一方面想趁退休前捞上一把，也能借机培植自己的势力。”

　　两任市委书记的作为迅速向茂名各层级一把手扩散，周镇宏和罗荫国在任期间，这股风气已难以回头。陈生告诉齐鲁晚报记者，像一些需经过多个部门审批的事情，哪怕是到最基层的一级，也需要把钱送到位才能顺利盖章。

　　“可以这样说，当时每一点小小的权力都用到了极致。”陈生向齐鲁晚报记者感慨，要解决官场遗留恶习，官方必须首先予以正视。

　　恢复从具体事情做起

　　“如果占着位置却不做事，那么查不查腐败对老百姓来说有多大区别呢？”在茂名采访期间，不止一位当地市民向齐鲁晚报记者表达了这种看法，“人们又怎么会对茂名未来的发展充满信心？”

　　在“失去的十年”中，茂名官场“官位买卖”成风极大败坏了政府公信力。“茂名失去的十年，是贪官辉煌的十年。”一位网友在当地最受欢迎的一个论坛中写道。

　　“很明显，这些钱不可能从他们工资里出，最受伤害的莫过于普通百姓。”对茂名本地情况相当了解的董龙(化名)说，百姓乐见上级查处贪腐，但是单纯的“查贪”只是涤荡官场风气的必要手段，而不应是目的。对普通百姓而言，他们更希望通过“查贪”获得切实好处，“这样才能更好挽回政府公信力。”

　　自认为是“窝案”直接受害者的茂名本地商人柯万才有着更深切的体会：“连我们这么明显的案子都拖着不办，政府又怎么敢说除掉了腐败的根子呢？”

　　柯万才所说的案子是与被称为“广东第一烂尾地”相关联的“茂南二建南香城项目纠纷案”。

　　这是一片位于茂名市郊面积约千亩的土地，原属茂名下属的电白县管辖，上世纪90年代初，集体所有制企业茂南二建公司购置该地，并将之分给680多名购地户做建房之用，柯万才就是其中之一。其后，随着茂名城市建设速度的加快，这一原本偏僻的地块逐渐成为价值不菲的“黄金地”。但随着一系列商官势力的介入，围绕这块地产生了种种纠纷，至今20年仍未解决。

　　“耳熟能详”的几个名字：冯立梅、杨光亮、罗荫国等，均曾出现在政府以调解纠纷为名成立的领导小组之中或背后。

　　柯万才一度以为，查了贪官，相关部门就可以秉公执法，自己和其他购地户就能拿到地。但他很快发现情况并没有想象中的乐观。

　　“对罗荫国他们来说，这块地成了摇钱树，纠纷一日不解决，想从中捞到好处的人就会不停给他们送钱。”对于“烂尾地”久拖不决的因由，柯万才有着自己的看法。

　　他所说的“想捞好处”的人，主要指在茂名有着“地下组织部长”之称的当地商人柯国庆。根据相关材料，在杨光亮、罗荫国等案件中，均出现过柯国庆的行贿记录。而柯万才认为，这块地还牵扯到当地公检法的一些人。

　　在柯万才看来，罗荫国们的落马，这块地堪称根源之一。但“窝案”过后，已经不愿再有人接这块“烫手山芋”。“就像留下一颗毒瘤，今天不割它，待到风头过去，可能长得更大，有更多人再从中捞好处。”

　　“不管‘窝案’会不会重查，只是希望政府能够真正站在百姓角度、站在茂名发展角度，从一件件具体的事情做起，这样才可能恢复人们对未来的信心。”董龙说。
