　　新华网杭州5月5日电(记者岳德亮)从今年5月份起，《浙江省流浪乞讨人员救助资金使用管理办法》开始实施。今后在浙江省，流浪乞讨人员救助以实物救助为主，除特殊情况外，原则上不得采用现金救助。

　　浙江省财政厅、浙江省民政厅日前联合印发《浙江省流浪乞讨人员救助资金使用管理办法》，对各级财政流浪乞讨人员救助补助资金、专项资金申请分配、使用管理、监督检查等作出明确规定。

　　据浙江省民政厅事务处相关负责人介绍，该办法细化并规范了救助补助资金使用财务管理制度，救助资金将主要用于流浪乞讨人员生活救助、医疗救治、教育矫治、返乡救助、临时安置、专用设备购置、基础设施改造及其他必要开支。

　　其中，在生活救助方面，救助支出范围包括受助人员的伙食和食品支出，日常生活所需的水、电、气等费用，以及为受助人员购置服装、被褥等生活用品用具费用；为不愿进站受助人员发放食物、衣服等生活必需物品和常规药品等费用；为受助人员提供联系亲属或单位、了解核实相关情况等服务所发生的通信等费用；为受助人员提供各项生活救助所发生的各种劳务、护理和安保服务费用。
