李克强总理首次访非之行，中非经贸不仅是重要纽带，也是访问的重点。
中非合作谋求升级版
中非关系在历史和外交上有着特殊的意义，拥有最多发展中国家的非洲是中国外交的基础。也因此，中国历届高层都通过出访等各种形式表达对非洲的重视和关注。
2013年，国家主席习近平履新不久即出访非洲，并规划了中非关系的方向、原则和战略。今年李克强出访，在中国国际问题研究所所长曲星看来，这是从具体领域落实习近平访非的成果。
而经贸投资无疑是谋划中非合作“升级版”的重要纽带。
根据商务部的数据，自2009年起，中国已连续5年成为非洲第一大贸易伙伴国，非洲则成为中国第二大海外承包工程市场和新兴投资目的地。也因此，李克强此访的重头戏仍将是经贸合作和投资。
李克强出访的国家选择也颇具务实考量。首站埃塞俄比亚是非盟总部所在地，首都亚的斯亚贝巴有“非洲的政治和外交首都”之誉，而第二站尼日利亚则是非洲人口最多的国家，也是非洲第一大经济体；安哥拉位于非洲南部，是葡语国家，近年来发展较快，中国有近20万人在此从事对外工程承包和劳务合作；而最后一站肯尼亚，则是东非最发达的国家，也是中国企业较早“走出去”布局的投资点，是中企投资与之相邻非洲国家的跳板。
这四国处于非洲西部、南部和东部，在这些区域有传统友好国家，有新兴发展较快的国家。行程安排不仅覆盖全面，又有规划中非“合作升级版”的基础。
走出去企业需政策支持
在肯尼亚投资的中国企业海外员工眼中，李克强的到访意味着中非经贸合作的升级。他们期待这次出访在经贸合作和投资领域能有实质性的成果。
事实上，中非经贸合作与投资也需要升级。
根据中国驻肯尼亚经商参处最新统计，截至今年3月5日，在肯尼亚的中资企业共有82家，涉及银行、通信、工程承包、投资生产、房地产、贸易、医药、旅游这8个领域，其中工程承包企业最多，共有38家。
这里，既有中国海外工程总公司、中水电、中铁建等央企，也有华为、中兴、三一重工等民企，还有中国江苏国际经济技术合作公司、中国四川国际合作股份有限公司等地方企业。
《每日经济新闻》记者从上述在肯尼亚投资的某企业负责人处了解到，早在上世纪80年代中期，以央企为代表的中国企业率先到非洲 (更确切地是到东非)去，以对外援助和住房建设为主。那时候，中国企业还没有什么竞争者。
自2007年开始，非洲国家由于发展刚需，大规模的基础设施建设投资开启，主要以投标和分包的形式吸引外国投资。此时，西方国家、土耳其和印度等国家的企业都涌来分食市场。
实际上，仅在肯尼亚这一个国家，就有超过90家工程承包企业。中国企业在肯尼亚的投资近年来受到市场规模和盈利模式的困扰。
上述央企负责人说，价格和成本是肯尼亚商人最看重的要素，其次是工程设计等。
“我们从国内带来的设备和工人比西方同台竞争者要低，这是我们传统的优势。”另一位央企负责人说，但中国企业传统的低成本优势在渐渐丧失。
缩水的利润和激烈的竞争，让中国“走出去”的工程承包商们从肯尼亚政府手中获得发包项目越来越难。
