该人士向法晚记者说，3月底时省委相关工作组例行到西宁开展巡视工作，毛小兵参加活动时曾发表有关开展群众路线的讲话。为此，省纪委有关部门在制作最新一期内部刊物时，还曾打算将毛小兵这篇讲话内容刊发。但在中央纪委监察部宣布毛小兵被调查后，青海省纪委有关部门将稿件从刊物上撤掉。
记者追访 多年被举报上千职工曾赴西矿维权
多位省、市干部向法晚记者表示，毛小兵被查，可能主要还是其在西部矿业任职期间出事。
4月30日上午，一位曾在西宁市担任主要领导职务的资深老干部向法晚记者直言：“毛小兵被查，西部矿业的盖子算是揭开了。”
法晚记者注意到，自2008年开始，针对毛小兵在西部矿业任职期间涉嫌在西部矿业上市时存在利益输送、侵吞国有资产的举报不断。此外，围绕西部矿业上市后多个大股东疯狂套现获得暴利的谜团至今在业界仍颇受关注。
另据法晚记者了解，有西部矿业干部职工，近年来一直在举报毛小兵的上述问题。
4月28日上午，记者在位于西宁市祁连路的西部矿业家属院采访时，不少西矿职工谈起毛小兵时都直言：“早就该把他抓了。”
西部矿业一位曾和毛小兵共事过的老干部告诉法晚记者，毛小兵在上世纪80年代进入当时的锡铁山矿务局后，是年轻人中的佼佼者。而毛小兵之所以被西矿广大普通职工诟病，就出在了职工入股的事情上。
据西部矿业部分职工介绍，2004年，西部矿业在职职工以自有资金人均入股32000元(经过二次认购，数量不一)，通过华宝信托公司持有西部矿业原始股10000股。
3292名职工共持有西部矿业股份公司的股份3205万股，涉及金额9615万元。
在2007年7月12日上市之时，公司以资本公积和未分配利润给原始股按一配五的比例配送股，职工持股达到1.923亿股，职工人均持股60000股。
但到了2012年，职工入股始终未得到应有分红，上千名职工到西部矿业总部维权，后经青海省政府相关领导协调，于今年年初相继解决。“这个事情，就是毛小兵在西部矿业时的遗留问题。”这位老干部称。
西部矿业在上市前后诸多谜团依然待解。而据财新传媒4月25日报道，曾在西部矿业担任副董事长的江彪在今年3月也被有关部门带走问话，或与毛小兵有关。
市民抱怨“毛家天桥”谁人不知？
在西宁采访期间，西宁普通市民对毛小兵的评价很差。
在不少受访省、市在职、退休干部看来，毛小兵在西宁任职期间的口碑不好，“民愤比较大”。多位干部在和法晚记者交流时，在评价毛小兵时，都提到：“心太狂，手伸得太长。”
这些干部口中的“手伸得太长”，是指其涉嫌利用职权为亲属敛财。
“西宁的‘毛家护栏’、‘毛家天桥’谁人不知？”4月27日上午，搭载记者的西宁市出租车司机李师傅在谈起毛小兵时也直言：“早就该查毛小兵的问题了。”
和李师傅一样，在谈起毛小兵时，几乎所有的被访西宁市民，包括干部，都会提到上述内容。李师傅们口中的“毛家护栏”，即交通隔离护栏，自2009年9月起在西宁大规模建设并投入使用，如今已遍布西宁主要道路中央。也正是那时候起，毛小兵利用职权在城市交通设施建设、管理上为他人敛财的传言就开始在西宁传开。
法晚记者注意到，2009年4月开始，毛小兵任西宁市委副书记、代市长。2009年9月，西宁市开始实施畅通工程，毛小兵即为畅通工程领导小组组长。
根据公开资料显示，截至2013年12月，西宁市畅通工程总投资32.7亿元，先后开工建设包括公共停车场(库)、人行过街天桥、交通隔离护栏等建设项目。法晚记者注意到，畅通工程中的上述建设项目，大多是由一家交通建设投资公司承揽。
受访西宁市民均称，他们认为这家公司和毛小兵的关系密切。
同样是这家公司，根据西宁市政府相关文件，其在2011年还取得了西宁城市路内停车点经营管理权。
“以前西宁路边车位停车是2元，这家公司取得经营管理权后，一下就调到5元，哪怕停2分钟，也是5元。”多位西宁市民告诉法晚记者，这家公司在停车费收取管理上很乱，西宁市民意见很大。
4月29日，法晚记者曾到西宁城投公司了解相关情况，在被问到有关毛小兵的情况时，员工均比较谨慎，表示并不了解公司下属的那家交通建设投资公司是否和毛小兵亲属有关。记者随后还曾联系该交通建设投资公司，但所查到的电话始终无人接听。
记者注意到，今年1月底，西宁市政府决定收回上述交通建设投资公司路内、路外临时停车特许经营权，理由是“坚决纠正多头审批、设置不规范、‘以包代管’、乱停乱放等现象。”而彼时毛小兵被查的消息就已传出。
